Diia.pl – the first fully digital residence permit!

Diia.pl – an electronic document issued to Ukrainian citizens who crossed the Polish-Ukrainian border after 24 February 2022 has been added to the catalogue of residence permits. Together with a valid travel document, it entitles Ukrainian citizens to cross Polish borders as of Saturday, 23 July 2022.

“For several days now, citizens of Ukraine have been able to conveniently and safely certify the legality of their stay in Poland in a completely digital manner, using a smartphone. This is another element of support that we offer to our friends from across the eastern border. Additionally, we have recently launched the pracawpolsce.gov.pl portal, which helps in finding a job in Poland that fits a specific candidate profile. Over a million Ukrainian citizens have already obtained the Polish PESEL (personal identification) number, and almost half a million have been given access to a trusted profile, which serves as the key to Polish e-administration. Owing to that, Ukrainians can use an increasingly popular DIIA.pl application, which counts more than 80,000 downloads now, with the number visibly on the rise. I am very pleased that our Ukrainian friends are eager to use all the tools we offer them,” stressed Janusz Cieszyński, Secretary of State for Digitalisation in the Chancellery of the Prime Minister of Poland.

In order to regulate the movement of Ukrainian citizens within the Schengen area and the crossing by them of the EU’s external borders, on 12 July 2022, the Polish Ministry of Interior and Administration notified the European Commission of a temporarily used Diia.pl document as a confirmation of the legality of stay in Poland. The notification was simultaneously sent to the EU Member States and associated countries of the Schengen area.

DIIA.pl allows the movement within the Schengen area

Upon the official notification, the Diia.pl document, held by a citizen of Ukraine or another foreigner (whose stay in the territory of Poland is considered legal under the Act on assistance to Ukrainian citizens in connection with an armed conflict in that country), serves as a residence permit used, together with a valid travel document, to cross the external borders of the EU. It also allows the movement within the Schengen area for 90 days in any 180-day period.
 

Ukrainian citizens can use the Diia.pl digital identity document after receiving a PESEL number and activating a trusted profile. Access to a trusted profile can be obtained when applying for a PESEL number. If you did not do it right away, you can go to the same point where you obtained your PESEL number and apply for a trusted profile. The application can also be submitted at the confirmation point or any municipal office, in which case will need a passport as a supporting document, though.

Ukrainian citizens who have a PESEL number and have a valid passport may also submit an online application for a trusted profile, and then confirm it at the confirmation point, or they can confirm a trusted profile on their own, as long as they have an account in one of the selected banks.

The DIIA.pl document has been downloaded more than 80,000 times so far.

Who can use the mObywatel (mCitizen) application and the Diia.pl document?

Any person who:

  • has a Ukrainian citizenship
  • is of legal age
  • crossed the Polish-Ukrainian border after 24 February 2022
  • has a PESEL number
  • has an active trusted profile 

How to activate the application?

  • when receiving your PESEL number, ask to have your trusted profile activated as well
  • if you have already been assigned a PESEL number, but you have not immediately applied for access to a trusted profile, apply for it at any municipal office (preferably the same one where you received your PESEL number)
  • download and activate the mObywatel application
  • read the terms and conditions and the privacy policy of the application
  • activate the application using the login and password issued for the trusted profile
  • if you forgot the password, you can recover it by entering your username or e-mail address.

The mObywatel application is free of charge. It is managed by the Chancellery of the Prime Minister of Poland. It can be downloaded from the App Store and Google Play stores.

The application works on smartphones with the following system:

  • Android 6.0 (and higher)
  • iOS 13.0 (and higher)
