Karol Okoński

He has been working as the Secretary of State since 10 July 2018. Earlier, from 20 June 2016, he served as Undersecretary of State.

He is the Government Plenipotentiary for Cyber Security


  • Manages the Department of Cyber Security, the Department of Digital Services Development and the Department of State Systems;
  • Member of the Permanent Committee of the Council of Ministers;
  • Deputy Chairman of the Council of Ministers Committee for Digital Affairs (KRMC), Chairman of the Architecture Council at the KRMC;
  • Member of the Government and Local Government Joint Commission (KWRiST) and Chairman of the Information Society Group at the KWRiST.
  • Chairman of the Steering Committees for a number of key projects of the Ministry of Digital Affairs, including the Central Register of Vehicles and Drivers, e-ID Card, National and Cross-Border Hub, Open Data, as well as State Registers System.
  • Chairman of the Audit Committee at the Ministry of Digital Affairs.

He served as Undersecretary of State at the Ministry of Digital Affairs since 20 June 2016.

Born in 1976. Graduated the Faculty of Management and Economics at the Gdańsk University of Technology (2001) with the title of MSc in Engineering.

He is an experienced project and programme manager, who held managerial positions in advisory services, banking, postal services and public administration. In 2001-2012, he was involved in numerous IT projects on behalf of Accenture Sp. z o.o., an international consulting firm, and then served as IT director at Poczta Polska Usługi Cyfrowe and FM Bank PBP.

Holder of PMP, Prince 2 Practitioner and ITIL certificates. Graduate of numerous training courses regarding IT project implementation and IT management. He specialises in complex integration projects as well as change management and software development cycle processes. He is fluent in English, German and Spanish.

Outside of work, he is passionate about Ibero-American literature, watchmaking, photography and sport.

He is married with two children.
