Sebastian Chwałek was born on May 2, 1977 in Krakow. He graduated from the Faculty of Law and Administration of the Jagiellonian University. In 2013, he opened a doctoral dissertation at the Faculty of Law and Administration of the Lazarski University in Warsaw.
In 2005-2007 he was the head of the Legislation and Analysis Team at the Office of the Law and Justice Parliamentary Club. In 2007, he was the adviser to the Prime Minister and managed the Department of Parliamentary Affairs of the Chancellery of the Prime Minister, cooperating with the Vice-President of the Council of Ministers, late Przemysław Gosiewski. In 2007-2015 he was the deputy director of the Office - Head of the Legislation and Analysis Team at the Law and Justice Parliamentary Club.
On November 18, 2015, he was appointed Undersecretary of State in the Ministry of the Interior and Administration. On May 10, 2017, he became the secretary of state at the Ministry of Interior and Administration and the Government Plenipotentiary for Repatriation. In the Ministry of the Interior and Administration, he dealt with public administration matters, including overseeing voivodes and cooperation with local governments. He was also responsible for legal and legislative issues as well as issues regarding religious denominations and minorities. He also supervised the departmental health service and the work of the citizenship and repatriation department.
In 2018 he was the secretary of state In the Ministry of National Defence responsible for modernizing the army and military health service. He also supervised the arms sector companies. From October 2018 to January 2020, vice president of the management board of the Polish Armaments Group.
On January 27th, 2020 Sebastian Chwałek was appointed as secretary of state in the Ministry of National Defence.
