  • performs the tasks of the Head of the Chancellery of the Prime Minister specified in separate regulations, as well as performs other tasks entrusted by the Prime Minister.

Secretary of State, Secretary of the College for Special Services Radosław Kujawa

  • replaces the Minister – Member of the Council of Ministers, Coordinator of Special Services Tomasz Siemoniak in the performance of tasks remaining within the competence of the Minister – Member of the Council of Ministers, Coordinator of Special Services.

  • The Secretary of State, the Secretary of the Council for Special Services, Radosław Kujawa, carries out tasks related to the provision of services to the Special Services College by the Chancellery of the Prime Minister.

  • The Secretary of State, the Secretary of the Collegium for Special Services, Radosław Kujawa, is responsible for the tasks referred to in paragraphs 1 and 2, subject to § 4 section 4.

Undersecretary of State Karol Grzybowski

  • replaces the Chairman of the Standing Committee of the Council of Ministers.

  • Undersecretary of State Karol Grzybowski carries out the tasks entrusted by the Secretary for Parliamentary Affairs.

  • Undersecretary of State Karol Grzybowski is responsible for: the Department of Coordination of the Legislative Process, in the scope of the implementation of the tasks referred to in paragraph 1, and the Department of Parliamentary Affairs, in the scope of the implementation of the tasks referred to in paragraph 2 – subject to § 3 section 2.

Undersecretary of State Agnieszka Rucińska

  • deputises the Minister for European Union Affairs in his absence and the simultaneous absence of Secretary of State Agnieszka Bartol-Saurel and performs other tasks entrusted by the Minister, in particular those related to initiating and coordinating activities related to the Republic of Poland's Presidency of the Council of the European Union.

Secretary of the Council of Ministers Joanna Knapińska

Head of the Civil Service - Anita Noskowska-Piatkowska

  • performs the tasks specified in the Civil Service Act of 21 November 2008 (Journal of Laws of 2022, item 1691, as amended) for the Head of the Civil Service.

  • The Head of the Civil Service, Anita Noskowska-Piątkowska, undertakes, within the scope entrusted to the Chancellery of the Prime Minister, activities resulting from the Prime Minister's supervision over the National School of Public Administration named after the President of the Republic of Poland Lech Kaczyński.

  • The Head of the Civil Service, Anita Noskowska-Piatkowska, reports to the Department of Civil Service.

Director General of the Chancellery of the Prime Minister Edyta Szostak

  • ensures the functioning and continuity of the work of the Chancellery of the Prime Minister, the conditions for its operation, as well as the organization of work, including direct supervision over departments, offices, secretariats and other organizational units of the Chancellery of the Prime Minister, ensuring the proper performance of the tasks specified in the Organizational Regulations of the Chancellery of the Prime Minister.

  • Director General of the Chancellery of the Prime Minister, Edyta Szostak, on the authority of the Head of the Chancellery of the Prime Minister:

  1. takes decisions on matters related to the budget of Part 16 – Chancellery of the Prime Minister, in relation to the state budget and the budget of European funds;

  2. performs tasks related to management control and internal audit;

  3. submits motions to the Internal Security Agency and the Military Counterintelligence Service to conduct, discontinue and suspend the extended verification procedure against the employees of the Chancellery of the Prime Minister and persons cooperating with the Chancellery of the Prime Minister who have been entrusted with tasks related to access to classified information;

  4. issues written instructions to carry out ordinary verification proceedings with respect to employees of the Chancellery of the Prime Minister and persons cooperating with the Chancellery of the Prime Minister who have been entrusted with tasks related to access to classified information;

  5. supervises, on behalf of the founding body, the activities of the Government Administration Service Centre, including approving the Centre's financial statements;

  6. makes decisions to resign from the performance of the central procurement referred to in § 16 section 1 and gives consents referred to in § 16 section 3 and § 17 section 1 of the Prime Minister's Ordinance No. 249 of 30 December 2020 on the designation of the central contracting authority for government administration units and the designation of government administration units obliged to purchase contracts from the central contracting authority (M.P. item 1215, as amended. amended);

  7. Pursuant to § 12 section 2 point 1 of the Prime Minister's Ordinance No. 1 of 7 January 2011 on the rules for describing and valuing jobs in the civil service (M.P. item 61, as amended), the job descriptions of persons managing organisational units of the Chancellery of the Prime Minister subordinate to the Head of the Chancellery of the Prime Minister performs the duties of the head of a national institution in relation to:

    • professional soldiers performing military service in secondment at the Chancellery of the Prime Minister – provided for in the Act of 11 March 2022 on the Defence of the Homeland (Journal of Laws, item 2305, as amended),

    • police officers delegated to perform official tasks in the Chancellery of the Prime Minister – provided for in the Police Act of 6 April 1990 (Journal of Laws of 2024, item 145);

  8. decides to exempt journalists and other persons invited to participate in the Prime Minister's business trip on foreign business trips and domestic visits from the obligation to cover the costs of flights;
  9. exercises the powers and duties of the head of the audited entity specified in generally applicable regulations;

  10. forwards to the Lustration Bureau of the Institute of National Remembrance, in accordance with Article 7(5) of the Act of 18 October 2006 on Disclosure of Information on Documents of State Security Organs from 1944–1990 and the Content of These Documents (Journal of Laws of 2023, item 342, as amended), lustration statements submitted to the Head of the Chancellery of the Prime Minister as the authority competent to receive them from candidates for public office, for examination in accordance with the procedure laid down in the Act of 18 December 1998 on the Institute of National Remembrance – Commission for the Prosecution of Crimes against the Polish Nation (Journal of Laws of 2023, item 102);

  11. performs the activities of the head of the posting entity provided for in:

    • the Act of 24 May 2002 on the Internal Security Agency and the Intelligence Agency (Journal of Laws of 2023, item 1136, as amended) and the Regulation of the Prime Minister of 16 February 2004 on the conditions and procedure for the secondment of officers of the Internal Security Agency to perform tasks outside the Agency (Journal of Laws, item 296),

    • the Act of 9 June 2006 on the Military Counterintelligence Service and the Military Intelligence Service (Journal of Laws of 2023, item 81, as amended), the Regulation of the Minister of National Defence of 29 September 2006 on the secondment of a professional soldier designated to a service position in the Military Counterintelligence Service to perform official tasks outside the Military Counterintelligence Service (Journal of Laws, item 1348, as amended. as amended) and the Regulation of the Minister of National Defence of 29 September 2006 on the secondment of a professional soldier appointed to a service position in the Military Intelligence Service to perform official tasks outside the Military Intelligence Service (Journal of Laws of 2016, item 1716, as amended),

    • the Act of 9 June 2006 on the Service of Officers of the Military Counterintelligence Service and the Military Intelligence Service (Journal of Laws of 2023, item 2098), Regulation of the Minister of National Defence of 29 September 2006 on the secondment of an officer of the Military Counterintelligence Service to perform official tasks outside the Military Counterintelligence Service (Journal of Laws of 2014, item 1036, as amended. as amended) and the Regulation of the Minister of National Defence of 29 September 2006 on the secondment of an officer of the Military Intelligence Service to perform official tasks outside the Military Intelligence Service (Journal of Laws of 2023, item 1348),

    • the Act of 9 June 2006 on the Central Anti-Corruption Bureau (Journal of Laws of 2024, item 184) and the Regulation of the Prime Minister of 25 September 2006 on the conditions and procedure for the secondment of officers of the Central Anti-Corruption Bureau to perform tasks outside the Bureau (Journal of Laws, item 1309).

  • The Director General of the Chancellery of the Prime Minister, Edyta Szostak, may authorise the employees of the Chancellery of the Prime Minister to perform activities related to the performance of the tasks referred to in section 2(3)-(7), (9) and (11).

  • The Director General of the Chancellery of the Prime Minister, Edyta Szostak, under the authority of the Minister for European Union Affairs, makes decisions on matters related to the budget of Part 23.

  • Director General of the Chancellery of the Prime Minister, Edyta Szostak, is responsible for: the Budget and Finance Office, parts 16 and 23, the Office of the Director-General, the IT Office and the Human Resources and Professional Development Office.
