Author of the Act on implementation doctorate programmes – a groundbreaking regulation on the Polish market; Coordinator of works on the new operational concept of research institutes; Supervisor of the founding process of the Łukasiewicz Research Network.

Since 1 April 2019, President of the Łukasiewicz Research Network – the third largest research network in Europe associating 38 research institutes and delivering comprehensive business solutions. In 2015–2019 Undersecretary and then Secretary of State in the Ministry of Science and Higher Education, responsible for science-business cooperation. He supervised the National Centre for Research and Development, the National Agency for Academic Exchange and the Information Processing Centre. As a member of the Innovation Team, he supervised the interministerial work on the first and second Innovation Act, as a result of which R&D reliefs for research and development centres grew from  30% to 100% and 150%. Graduate of the Faculty of Law and Administration at the Jagiellonian University and the University of Hamburg. PhD in the Humanities. Scholarship holder of the University of Freiburg (Switzerland) and graduate of the prestigious IESE Business School in Barcelona.
