A graduate of the Faculty of Law, Canon Law and Administration of the John Paul II Catholic University of Lublin.

In 2006 he obtained a PhD degree in legal sciences, and in 2015 a postdoctoral degree in legal sciences. He has authored several dozen monographs and scientific articles. He is a professor at the Catholic University of Lublin, specialising in constitutional law.

In 2015-2019 he was the Voivode of Lublin. In 2019, he won a Parliamentary mandate for the ninth term of the Sejm of the Republic of Poland, gaining over 87 000 votes. On 19 October 2020 he was appointed Minister of Education and Science.
