Who can enter to the Republic of Poland? - November 17th, 2020

The Embassy of the Republic of Poland in Jakarta informs that, according to the information provided by the Border Guard, only persons listed below are entitled to enter to Poland:

1. citizens of the Republic of Poland,

2. foreigners who are spouses or children of citizens of the Republic of Poland or remain under their permanent care,

3. foreigners with a Pole's Card,

4.heads of diplomatic missions and members of the mission's diplomatic and consular staff, i.e. persons with a diplomatic rank and members of their families,

5. foreigners with the right of permanent or temporary residence in the territory of the Republic of Poland,

6. foreigners with the right to work in the territory of the Republic of Poland, i.e. foreigners entitled to work on the same terms as Polish citizens, with a work permit, certificate of entry in the record on seasonal work, declaration on entrusting work to a foreigner in the territory The Republic of Poland, who:

- perform work in the territory of the Republic of Poland or

- present documents proving that employment will begin immediately after crossing the border;

7. foreigners who drive a means of transport for the transport of passengers or goods, and their journey takes place as part of professional activities consisting in transporting goods or transporting passengers,

8. drivers performing road transport as part of international road transport or international combined transport traveling through the territory of the Republic of Poland by means of transport other than the vehicle used for road transport:

- in order to take a rest in the territory of the country of stay,

- after taking the rest mentioned above abroad and after a break in the performance of work in the circumstances specified in the Act on drivers' working time.

9.children, students, participants of postgraduate studies and specialist education and other forms of education, as well as doctoral students studying in Poland,

10.scientists conducting research or development work in Poland,

11. Citizens of European Union Member States, European Free Trade Association (EFTA) Member States - parties to the Agreement on the European Economic Area or the Swiss Confederation, and their spouses and children,

12. foreigners with a permanent residence permit or a long-term resident's European Union residence permit on the territory of other Member States of the European Union, a Member State, the European Free Trade Association (EFTA) - parties to the agreement on the European Economic Area or the Swiss Confederation and their spouses and children, in order to travel through the territory of the Republic of Poland, to the place of residence or stay,

13. foreigners traveling by plane within the meaning of art. 2 points 1 of the Act of 3 July 2002 - Aviation Law on international flights, who are citizens of: Georgia, Japan, Canada, New Zealand, the Kingdom of Thailand, the Republic of Korea, the Republic of Tunisia, the Australian Union or have the right to reside in the territory of these countries,

14. foreigners whose arrival takes place in connection with the participation, as a competitor, member of the training staff, doctor, physiotherapist or referee, in international sports competitions of the championship rank organized on the territory of Poland by an international sports federation operating in Olympic or Paralympic sports or other recognized by The International Olympic Committee or organized by an international sports organization with a continental range belonging to such a federation, as well as accredited journalists, after documenting to the Border Guard officer the fact of the competition, the date and the nature of participation in an appropriate letter issued by the organizer of the competition or certified by the Polish competent in the given sport sports association,

15. (from August 22, 2020) foreigners who arrive in connection with the participation, as a competitor, member of the training staff, doctor, physiotherapist or judge, in international sports competitions organized on the territory of the Republic of Poland by the international sports federation operating in Olympic sports or Paralympic or other recognized by the International Olympic Committee or organized by an international sports organization with a continental range belonging to such a federation or Polish sports association, as well as accredited journalists, after documenting to the Border Guard officer the fact of the competition, the date and nature of participation in a relevant letter issued by the organizer competition or certified by the Polish sports association competent in a given sport.

16. (from August 26, 2020) foreigners crossing the border of the Republic of Poland on the basis of a visa issued for the purpose of arrival for humanitarian reasons, due to the interest of the state or international obligations.

17. citizens of the Republic of Belarus;

18. fishermen within the meaning of art. 2 point 9 of the Act of 11 September 2019 on work on board fishing vessels (Journal of Laws, item 2197) or seafarers within the meaning of Art. 2 point 3 of the Maritime Labor Act of 5 August 2015 (Journal of Laws of 2020, item 1353), hereinafter referred to as the "Maritime Labor Act", including seafarers employed under the terms of Art. 46 or article. 108 of the Maritime Labor Act, as well as:

* seamen or fishermen going to the port, also by means of transport other than the ship, in order to take up employment on the ship, or returning to their place of residence, also by means of transport other than the ship, after termination of employment on the ship - also in transit through the territory of the Republic of Poland,

* persons performing work or providing services on ships or on offshore oil and drilling platforms, based on a relationship other than a seafarer employment contract;

19. foreigners who obtained a visa in order to participate in the Poland program. Business Harbor.

In particularly justified cases, not included above, the commanding officer of the Border Guard post, after obtaining the consent of the Commander-in-Chief of the Border Guard, may allow foreigners to enter the territory of the Republic of Poland.

 Who is released from quarantine after crossing the EU's external border?

Quarantines, after crossing the external border of the EU as part of professional activities, do not have to take place toward:

 1. aircraft crew,

 2. seamen, fishermen and other crew members of sea-going and inland waterway vessels, as well as ship's service technicians and inspectors of maritime administration or recognized organizations for the purpose of carrying out inspections,

3. persons performing work or providing services on ships or offshore extraction and drilling platforms,

 4. people performing in Poland or a neighboring country works related to the preparation or implementation of investments in the field of the terminal within the meaning of the Act on investments in the scope of the liquefied natural gas regasification terminal in Świnoujście, strategic investments in the field of transmission networks within the meaning of the Act on the preparation and implementation of strategic investments in the scope of transmission networks or strategic investments in the oil sector within the meaning of the Act on the preparation and implementation of strategic investments in the oil sector,

 5. drivers engaged in road transport as part of international road transport or international combined transport within the meaning of the provisions of the Road Transport Act,

 6. train staff and other employees necessary to perform freight services as part of international rail transport, performing professional activities in Poland or a neighboring country, on the basis of a list constituting a list of these persons provided by the carrier,

 7. drivers performing road transport with motor vehicles or combinations of vehicles with a maximum permissible weight not exceeding 3.5 tonnes in road transport of goods and non-profit road transport of goods,

 8. drivers engaged in road transport with vehicles intended for the transport of more than 7 and not more than 9 people, including the driver in international commercial road transport of passengers;

In addition, the following persons are exempted from quarantine after crossing the Polish border:

 1. Polish citizens and foreigners who are spouses or children of Polish citizens or remain under the permanent care of Polish citizens,

 2. students studying in Poland and their guardians who cross the border with the students to enable this learning,

 3. students, participants of postgraduate studies, specialist education and other forms of education, as well as doctoral students studying in Poland and people conducting research activity in Poland,

 4. soldiers of the Armed Forces of the Republic of Poland or allied forces, officers of the Police, Border Guard, Customs and Tax Service, State Fire Service and State Protection Service, inspectors of the Road Transport Inspection, performing official tasks,

 5. members of diplomatic missions, consular offices and representatives of international organizations and their family members, as well as by other persons crossing the border on the basis of a diplomatic passport,

 6. inspectors of maritime administration

 7. people who perform work on a farm located on both sides of the border,

 8. citizens of the EU, EEA or Switzerland, as well as their spouses and children,

 9. foreigners with a permanent residence permit or a long-term resident's European Union residence permit for the purpose of transit through the territory of Poland on the territory of other European Union Member States, a member state of the European Free Trade Association (EFTA) - parties to the agreement on the European Economic Area or the Swiss Confederation and their spouses and children, in order to travel through the territory of the Republic of Poland, to the place of residence or stay,

 10. persons sailing on recreational craft between the ports of the EU Member States, EFTA Member States - parties to the EEA Agreement without calling at third country ports,

 11. persons carrying out work related to the protection of Polish cultural heritage abroad, including conservation, inventory and research work,

 12. passengers of an aircraft within the meaning of Art. 2 point 1 of the Act of July 3, 2002. - Aviation law, performing an international flight from an airport located in the territory of a country not covered by air traffic bans specified in the regulations issued on the basis of art. 119 sec. 2 of the Act of 3 July 2002 - Aviation Law, with the exception of passengers of an aircraft performing an international flight from an airport located on the territory of the Republic of Belarus or Ukraine;

 13. people taking part as a competitor, member of the training staff, doctor, physiotherapist or referee, in international sports competitions organized on the territory of the Republic of Poland by an international sports federation operating in Olympic or Paralympic sports or another recognized by the International Olympic Committee or organized by an international organization sports with a continental range belonging to such a federation or a Polish sports association, as well as by accredited journalists.
