Experts on GNSS system resilience: conference at the National Institute of Telecommunications on hybrid threats and critical infrastructure protection

On Monday, June 30, 2025, a conference dedicated to the issue of disruptions to Global Navigation Satellite Systems (GNSS) and the development of alternative and resilient solutions for the country's critical infrastructure was held at the headquarters of the National Institute of Telecommunications in Warsaw.
The event gathered representatives from many ministries, including: the Ministry of National Defence (MON), the Ministry of the Interior and Administration (MSWiA), the Ministry of Digital Affairs (MC), the Ministry of Infrastructure (MI), the Ministry of Economic Development and Technology (MRiT), the Ministry of Finance (MF), the Ministry of Health (MZ), the Ministry of Science and Higher Education (MNiSW), as well as leading departments and agencies such as: the IT Department of the Ministry of National Defence (DI MON), the General Staff of the Polish Armed Forces – P2, P5, P6, the Command of the Territorial Defence Forces – WZBC, the Operations Directorate of the Armed Forces General Command – DO RSZ, the National Institute of Telecommunications – NIT (IŁ-PIB), the Office of Electronic Communications (UKE), the Civil Aviation Authority (ULC), the Polish Air Navigation Services Agency (PAŻP), the Head Office of Geodesy and Cartography (GUGiK), the Chief National Geodesist (GGK), the Polish Space Agency (POLSA), the Border Guard (SG), the Polish Medical Air Rescue Service (LPR), the National Centre for Research and Development (NCBR), as well as academic centres such as Gdańsk University of Technology, including the CI TASK centre, the Military University of Technology (WAT), the Naval Academy in Gdynia (AMW), Nicolaus Copernicus University in Toruń (UMK), the University of Rzeszów, Poznań University of Technology, the University of Wrocław, and the Institute for Security and Development of Critical Infrastructure (IBRIK).
At the heart of the discussions were two strategic projects:
- GNSS Critical Service Protection System (SOUKG), developed by the Infrastructure Department of the Ministry of National Defence in cooperation with the Offshore Wind Farms Team of the General Staff of the Polish Armed Forces,
- Real-Time GNSS Monitoring System for Poland (RTGMS), implemented by the Head Office of Geodesy and Cartography in cooperation with the National Institute of Telecommunications – PIB as part of the ESA NAVISP program.
Both systems were recognized as technologically advanced and crucial for enhancing the security of the information space and the country's resilience to hybrid threats. Experts emphasized the need for their integration and highlighted their potential for nationwide implementation.
The agenda also included presentations of alternative solutions to GNSS, proposals from the academic sector, and social initiatives aimed at strengthening the resilience of Positioning, Navigation, Timing (PNT), and METEO systems. The outcome of the event will be a document containing technical and organizational recommendations for further interministerial actions.
The event was held in a hybrid format – participants could attend both in person and online.
