Technological sovereignty requires conscious decisions. Expert debate with the participation of the National Institute of Telecommunications

How can a state build digital resilience, and where does the boundary of technological independence lie? These questions were discussed by participants of the debate entitled "Sovereign and Secure IT as the Foundation of Risk Management,” organized by the National Chamber of Digital Economy. The event brought together representatives of public administration, the technology sector, academia, and institutions responsible for cybersecurity.
The National Institute of Telecommunications was represented by Paweł Melon, who emphasized the practical dimension of technological sovereignty and the need for conscious management of dependencies on technology providers.
Sovereignty is above all about conscious choice and the real ability to change that choice. It is not about building everything ourselves — that is unrealistic. What is necessary is managing the system in a way that ensures control over direction and alternatives. This means having a plan not only for operation, but also for exit strategies and contingency scenarios — in case any of the key components becomes uncertain

During the debate, participants discussed the state’s digital security, the resilience of critical infrastructure, public procurement for the IT sector, and the need to develop national and European technological competencies. Representatives of, among others, the Ministry of Digital Affairs, the Ministry of National Education, the Public Procurement Office, NASK, and the Łukasiewicz Research Network also took part in the discussion.
The debate provided an opportunity to exchange experiences between public administration, experts, and the technology sector, as well as to discuss how to build a secure and resilient digital ecosystem in Poland and Europe.
