Technologies are accelerating. States must keep up

22.04.2026

What does the global technological race look like today, and where do Europe and Poland stand within it? These are the questions addressed by the first report in a series prepared by analysts from the National Institute of Telecommunications (NIT), commissioned by the Ministry of Digital Affairs - and it immediately sets the bar high.

The Technology Trends Report – March 2026

“The Technology Trends Report – March 2026” is a concise yet highly concrete answer to questions about the directions of development in the digital world and their consequences for states, economies, and regulation.

The publication analyses key technological developments in March 2026 — from the dynamic evolution of artificial intelligence, through the growing importance of infrastructure and hardware sovereignty, to the transition of quantum technologies from laboratories to real-world deployment.

Three breakthrough phenomena are at the centre of attention:

  • the development of autonomous AI systems (Agentic AI) and their impact on the functioning of the state and business,
  • the growing importance of access to infrastructure and hardware as a component of technological sovereignty,
  • the acceleration of quantum technology deployments, which are increasingly becoming a foundation of digital security.

The report not only organises global trends, but also shows their implications for public policies, regulation, and Europe’s position in competition with the United States and China. It is particularly relevant reading for public administration, the public sector, and all those making decisions in the field of digitalisation and new technologies.

The report was prepared by an interdisciplinary team of experts from the National Institute of Telecommunications – NIT. Their analyses combine technological, regulatory, and geopolitical perspectives, creating a coherent picture of changes in the global digital ecosystem.

This is not a report about the future. It is a report about what has just begun.

The project was financed by the Ministry of Digital Affairs. The publication reflects only the views of the author(s) and cannot be considered the official position of the Ministry of Digital Affairs.
