The President signed a deregulation package - important changes for the digitalization of public administration

President Karol Nawrocki has signed the Act of 25 July 2025 amending the Act on the Computerization of the Operations of Public Entities and certain other acts. This is a significant step towards improving the digitalization of public administration and enhancing the management of the state's IT resources.

Why is this important?

The introduced changes include several key measures:

  • Transformation of the Council of Ministers’ Committee for Digitalization into the Committee for Digitalization, which will allow for better coordination of activities in the field of digitalization.
  • Establishment of the State Information Architecture (AIP), enabling the launch of a central repository and more effective planning of IT system development.
  • Increased interoperability of state registers, making it easier to exchange data between public institutions.
  • Improved inventory of ICT systems through the development of the ICT Systems Inventory System (SIST), managed by the National Institute of Telecommunications – National Research Institute (IL-PIB). SIST inventories the IT resources of public administration – systems, registers, and their interconnections – and thanks to the new regulations, the process of data collection will become faster and more efficient.
  • Strategic planning – the state’s computerization strategy will be adopted once every 10 years, with updates every 2 years, allowing for systematic adjustment of actions to changing needs.

What does this mean for citizens?

Above all, more efficient management of public IT resources, which translates into:

  • elimination of information chaos,
  • no need to repeatedly process the same data across different institutions,
  • savings and more rational spending of public funds.
