NATO Summit in The Hague

On 24-25 June 2025, President Andrzej Duda took part in the NATO Summit in The Hague. The President was accompanied by Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz and Minister of Foreign Affairs Radosław Sikorski, who represented Poland at ministerial meetings.
The Summit began with a formal dinner hosted by King Wilhelm-Alexander of the Netherlands and Queen Maxima. The meeting was also attended by representatives of partner countries: Australia, Japan, South Korea, New Zealand and Ukraine. In parallel, a working dinner of the North Atlantic Council in the format of defence ministers, and a working dinner of the NATO-Ukraine Council in the format of foreign ministers with the participation of the EU High Representative for Foreign Affairs and Security Policy Kaja Kallas were held.
On 25 June, the Heads of State and Government participated in a meeting of the North Atlantic Council. The Allies adopted the Hague Summit Declaration establishing a new Defence Investment Plan. The document sets a target of increasing defence spending to 5% of GDP, with at least 3.5% to be spent on core defence capabilities and 1.5% to be spent on other security-related investments. The Declaration also emphasizes the commitment of individual Allies to support Ukraine. The North Atlantic Council also adopted Updated Defence Production Action Plan, first Commercial Space Strategy and Rapid Adoption Plan on new technologies.
On the sidelines of the Summit, Polish representatives addressed Polish and foreign media. They also held bilateral talks. President A. Duda had consultations with U.S .President Donald Trump. Deputy Prime Minister W. Kosiniak-Kamysz took part in bilateral meetings with his counterparts from Australia, Estonia, Canada and Norway. Minister R. Sikorski met with the Minister of Foreign Affairs of Canada. He also took part in the NATO Public Forum, a conference which traditionally accompanies NATO summits. Minister Sikorski spoke at a panel on defence spending. Debates on the arms industry took place within the Defence Industry Forum, which was attended by representatives of the Ministry of National Defence and the private sector.
After the Summit programme, a meeting of the so-called group of friends of Ukraine (Poland, France, Germany, Italy and United Kingdom) was held with the participation of Ukrainian President
V. Zelensky. Poland was represented by Prime Minister Donald Tusk. The meeting focused on the current international situation and the prospects for peace talks between Ukraine and Russia.
A similar meeting was also held in the format of defence ministers.
