A hybrid attack on Poland

The operation destabilizing the Polish border with Belarus is carried out using methods typical of hybrid aggression. From the very beginning, the Polish services assessed that these actions were a threat to the state.

The operation conducted by Belarus and Russia, which uses the illegal migration route to destabilize the countries of NATO's eastern flank, has been going on for over a year. Recent reports of the Border Guard and intelligence data show that more foreigners still come to Belarus, who are used to unseal the Polish border.

Behind the actions aimed at the Polish border are the Belarusian services, which act for the Kremlin. It is the security structures of Belarus and Russia that are interested in continuing actions against Western countries.

Russian-Belarusian activity against Poland is part of the hybrid war that Russia is waging against NATO countries, in particular the eastern flank. For a year now, various methods and methods of operation have been identified, which are part of the so-called active activities.

● Unsealing the border

Russia and Belarus are trying to destabilize the Polish border by means of an artificial migration route, and are also testing security procedures related to the protection of Poland's external borders. The success of Minsk and Moscow's actions would compromise the state border of Poland, which is the external border of NATO and the EU, as well as permanently unseal it, which would be used in the future for further aggressive actions against Poland.

● Internal destabilization of Poland

The plan, which was implemented against Poland, was designed to infiltrate Poland of a large number of people whose origin is unknown and unverified. This would mean a significant increase in internal threats, including the risk of infiltrating Poland by persons associated with crime, foreign services or terrorist organizations. The mass infiltration of the territory of the Republic of Poland of people with an unknown past would also burden the institutions responsible for state security, which would have an impact on their ability to care for the internal stability of Poland.

● Testing Polish procedures within NATO and the EU

A hybrid operation against Poland can be analyzed through the prism of attempts to test procedures and behavior in a crisis situation. The actions against the Republic of Poland gave the aggressors an opportunity to investigate the way in which not only the attacked countries operated, but also inside NATO and the EU.

The described operation became a pretext for: checking the procedures of countries under pressure; identifying the effectiveness of security procedures; identifying differences in the approach to methods of counteracting the crisis among decision-makers, influential people, but also the society; the effectiveness of engaging various structures in actions for the defense of the state in a crisis situation. The special services of Russia and Belarus also had the opportunity to collect data on activities at the international level. It should be assumed that the data obtained in this way will be analyzed, and the conclusions and observations may be used to design further aggressive actions towards countries undergoing destabilization.

● Information warfare

The activity of Belarusian and Russian structures was supplemented by activities in the field of information warfare against the West. We managed to conduct activities that inspire and destabilize the public debate in Poland. Some circles and part of the public opinion have been infected by the theses of Russian and Belarusian propaganda. The information activities were aimed at creating pressure for Poland to agree to the illegal migration route organized by the Belarusian and Russian states. Information warfare has also driven actions against the Republic of Poland for years. In this regard, theses were spread aimed at isolating Poland in NATO and the EU, slandering the authorities of the Republic of Poland, pointing out that Poland conducts activities dangerous for Europe, violates international law, and its policy towards Russia is irrational.

The hybrid operation using the illegal migration route was an opportunity to conduct aggressive actions against Poland and other countries. The methods used during the operation against Poland correspond to the methods of hybrid warfare. From the very beginning of this operation, the Polish secret services indicated that the actions visible on our border with Belarus should be assessed as a threat to the state.
