Cyberattack against Ukraine

14.01.2022

The Ukrainian side informs about a cyberattack. Its course and methods applied are in line with the Russian Federation’s actions against the West. During the aggressor’s attack, cyber tools were used, websites of important Ukrainian state institutions were hacked and a statement containing disinformation was displayed on state websites.

The statement displayed by the aggressors on the websites was written, among others, in Polish, but it contained major mistakes, which indicates that the text was prepared by someone for whom Polish is not a mother tongue. We are witnessing an outside attempt to increase tensions between Poland and Ukraine. Such actions are in line with the constant Russian narrative against Central European countries. In the scope of its information warfare waged against the West, The Kremlin is trying to stimulate and create tensions between, among others, Poland and Ukraine.

The actions of the Russian services targeted at relations of Poland and neighbouring countries are a permanent element of the Moscow’s politics, which is hostile to the Central Europe’s countries. That is why the recent attack must be assessed through the prism of broader Russian operations against the West. For years we have been dealing with Russian cyber aggression. Russian cyber and disinformation attacks must be interpreted in the context of both increasing aggression of Moscow targeted at NATO and actions carried out against Ukraine. Russia has been waging a war against Ukraine for years and now it is increasing its military pressure on Kyiv.

It must be stated that belligerent hybrid operations of Russia, carried out with disinformation and cyber tools, constitute elements of aggressive operations undertaken under supervision of the Russian special services, including military GRU. In consequence, the symptoms of aggression about which Ukrainian authorities are currently talking about, need to be assigned to Russian aggression perceived from the broader perspective, targeted at Western countries and countries like Ukraine, aspiring to the membership in NATO and the European Union. Actions of the Russian state against the West are elements of a hybrid war, which has been for a long time a challenge for the members of the Alliance.
