Please note that based on the Notice of the President of the Public Procurement Office of 8 December 2025 on the current EU thresholds specified in Directives 2014/24/EU, 2014/25/EU and 2009/81/EC of the European Parliament and of the Council for the years 2026–2027, their PLN equivalent, PLN equivalent of amounts expressed in EUR and the average PLN / EUR exchange rate constituting the basis for converting the value of public contracts or design contests  (Monitor Polski, item 1247), as of January 1., 2026 there are new thresholds in public procurement and a new average exchange rate PLN /EURO.  

The average exchange rate of PLN /EURO set for 2026-2027 is 4.31.

I. The current EU thresholds, as defined in Article 4 of Directive 2014/24/EU, and their equivalents in PLN (so-called Classical Directive):

• under Article 4(a) of Directive 2014/24/EU in the case of contract for works awarded by public contracting authorities – the threshold is EUR 5,404,000, which is equivalent to PLN 23,291,240;
• under Article 4(b) of Directive 2014/24/EU in the case of contracts for supplies and services or design contest awarded by public contracting authorities which are central government institutions within the meaning of Article 2(1)(2) of Directive 2014/24/EU, listed in Annex I to Directive 2014/24/EU – the threshold is EUR 140,000, which is equivalent to PLN 603,400.
• under Article 4(c) of Directive 2014/24/EU in the case of contracts for supplies and services or design contests awarded by public contracting authorities other than those referred to in point 2, which are contracting authorities below the central level within the meaning of Article 2(1)(3) of Directive 2014/24/EU - the threshold is EUR 216,000, which is equivalent to PLN 930,960.
• under Article 4(d) of Directive 2014/24/EU for contracts for social and other specific services listed in Annex XIV to Directive 2014/24/EU, awarded by public contracting authorities - the threshold is EUR 750,000, which is equivalent to PLN 3,232,500.

II. The current EU thresholds specified in Article 15 of Directive 2014/25/EU  (so-called Utilities Directive) and their equivalents in PLN

• under Article 15(a) of Directive 2014/25/EU in the case of contracts for supplies and services or design contests awarded by contracting entities – the threshold is EUR 432,000, which is equivalent to PLN 1,861,920;
• under Article 15(b) of Directive 2014/25/EU in the case of contracts for works awarded by contracting entities – the threshold is EUR 5,404,000, which is equivalent to PLN 23,291,240.
• under Article 15(c) of Directive 2014/25/EU for contracts for social and other specific services listed in Annex XVII to Directive 2014/25/EU, awarded by contracting entities - the threshold is EUR 1,000,000, which is equivalent to PLN 4,310,000.

III. The current EU thresholds specified in Article 8 of Directive 2009/81/EC (the so-called Defense Directive) and their equivalents in PLN:

• under Article 8(a) of Directive 2009/81/EC – in the case of contracts in the fields of defense and security for supplies and services awarded by public contracting authorities or contracting entities – the threshold is EUR 432,000, which is equivalent to PLN 1,861,920;
• under Article 8(b) of Directive 2009/81/EC – in the case of contracts in the fields of defense and security for works awarded by public contracting authorities or contracting entities – the threshold is EUR 5,404,000, which is equivalent to PLN 23,291,240.
