ARiMR Expert Assistance for Moldova and Ukraine
08.09.2026
From August 30 to September 5, 2026, the Cracow Branch of the Agricultural Advisory Center hosted the 3rd edition of the Summer School. As always, the whole organization was the responsibility of the Polish Ministry of Agriculture and Rural Development, and was attended by 19 representatives from the Ministry of Agriculture and Food Industry of the Republic of Moldova and the Ministry of Economy, Environment and Agriculture of Ukraine.
The course focused on developing legislation, building the necessary administrative structures, and implementing appropriate procedures in line with European Union standards, addressing the most important areas of agricultural administration in these two countries. Lectures were delivered by experts from the Ministry of Agriculture and Food Industry, the National Support Center for Agriculture (KOWR), the Main Inspectorate of Agricultural and Food Quality (GIJHARS), the Main Inspectorate of Plant Health and Seed Inspection (GIORiN), the State Plant Health and Seed Inspection Service (PIORiN), National Research Institute of Animal Production, and ARMA. Our guests also had the opportunity to learn about the activities of the Małopolska Regional Advisory Center in Karniowice, the Local Product Center in Rzuchowa, and the Henryk Kołłątaj University of Agriculture in Krakow. ARMA’s experts presented issues related to financial support for young farmers under the Common Agricultural Policy, the implementation of the LEADER approach and the development of Local Action Groups, the key objectives and most important outcomes of LEADER implementation in Poland, as well as financial support for fruit and vegetable producer organizations, the concept, advantages, and challenges of collective action by farmers in the fruit and vegetable sector. It was this last topic that generated the greatest interest among the audience. During a 90-minute lecture, the ARMA’s expert presented Poland's experience in implementing financial assistance to support producer organizations compared to similar solutions in several other Member States. On the same day, September 4, 2026, the first reading of a draft law defining the principles, scope, and form of support for organizations and associations of agricultural producer organizations and interbranch organizations in the agri-food sector, consistent with European Union standards, took place in the Parliament of the Republic of Moldova in Chișinău. The activities of these organizations will be monitored by the Moldovan paying agency AIPA, with which our ARMA has been working closely since 2016. Enthusiastic Moldovan experts have decided to adapt some of the solutions used in Poland to Moldovan conditions, emphasizing and appreciating the importance of this type of concrete, real and authentic cooperation with the Polish partners.
