On November 9, 2023, the Council of Europe hosted a presentation of Poland's candidate for the Register of damage caused by Russian aggression against Ukraine with representatives of missions accredited to the Council of Europe/Participants and Associate Members of the Register, Prof. Aleksandra Mężykowska. Representatives of 33 countries took part in the meeting.
Professor Aleksandra Mężykowska is both an experienced practitioner and a scientist, with theoretical knowledge in the field of public international law and practical experience in considering complaints addressed to an international body. The candidate has 15 years of experience working as a Co-Plenipotentiary of the Republic of Poland before the ECtHR.
Significant professional experience of the Polish candidate includes: participation in the development of the first ever pilot judgment procedure as a means of dealing with large groups of identical cases (Broniowski v. Poland) and in the implementation of new techniques for examining repetitive claims; analysing the financial responsibility of CEE countries under the restitution and reprivatisation laws, with a particular emphasis on the standard of compensation, and researching the legal consequences of Russia's aggression against Ukraine, especially from the point of view of ensuring effective protection within the ECHR system.
The election of candidates to the Registry's board is planned during the 3rd meeting of the participants' conference on November 16-17, 2023.
