About the process
The deregulation initiative launched in 2025 by Prime Minister Donald Tusk is one of the most significant public administration modernization efforts undertaken in Poland in recent years. Its objective is to simplifylegislation, reduce unnecessary administrative burdens, and create a more efficient and user-friendly regulatory environment for citizens,businesses, and public institutions.
The deregulation process is coordinated through the Government Deregulation Task Force operating within the Prime Minister’s Office. The Task Force facilitates cooperation across ministries, evaluates submitted proposals, and coordinates the legislative work necessary to implement the reforms.
One of the most distinctive features of Poland’s deregulation model is the extensive involvement of civil society and external stakeholders. Through the “SprawdzaMY” (We’re Checking) Initiative led by Rafał Brzoska, entrepreneurs, experts, non-governmental organisations, and citizens were invited to submit proposals for reform and identify regulations and administrative procedures that hinder everyday activities. This approach has helped combine the practical experience of stakeholders with the policymaking and implementation capabilities of public administration.
The deregulation process has covered a wide range of social and economic sectors, including public administration, taxation, healthcare,energy, digital transformation, the labour market, and entrepreneurship development. Particular emphasis has been placed on measuresaimed at reducing bureaucracy, streamlining administrative procedures, and expanding access to public services through digital channels.
Poland’s deregulation model is based on the principle that an effective state should not only introduce new regulations but alsocontinuously simplify existing legislation and remove barriers that hinder social and economic development. It serves as an example ofcooperation between public administration, the business community, and civil society in building a more modern, efficient, and citizen-friendly state.
Government Deregulation Task Force
The Government Deregulation Task Force was established in 2025 by the Prime Minister’s Office to coordinatethe process of regulatory simplification in Poland. The Task Force reviews proposed legislative changes, worksclosely with ministries, and recommends measures aimed at reducing unnecessary bureaucracy and administrativebarriers.
The SprawdzaMY (We're Checking) Initiative
SprawdzaMY is the largest grassroots deregulation initiative in Poland, launched by Rafał Brzoska. Through theengagement of citizens, entrepreneurs, and experts, thousands of reform proposals were collected. Followingdetailed review and assessment, many of these proposals were submitted to public authorities and became thebasis for numerous deregulatory reforms.
