Statement by Government Plenipotentiary for Cybersecurity concerning the malicious cyber activities against Albania

Poland expresses its full solidarity with the government and people of Albania, victims of the recent massive cyber-attack. This intentional act of aggression in cyberspace was designed to impact the critical infrastructure, government services and social-economic situation of Albania. It has affected life of ordinary people, families and children.

Poland, as the current Chair-in-Office of the OSCE, condemns all forms of malicious cyber activities aimed at destabilization of public administration and social life. It is unacceptable in light of international law, agreed norms of state behaviour as endorsed by all UN Member States, and stands in contrary to the current processes in international debates on responsible behaviour in cyber space. In this context, we are also deeply concerned with a recent series of malicious cyber activities targeting a number of the OSCE participating States in the region of Balkans, including Bosnia and Hercegovina, Montenegro or Slovenia.

Poland, together with the partners in the EU and the NATO, offers its support to Albania in building more resilient environment to cyber threats.
