ANNOUNCEMENT NO. 2/2025 ON THE SALE OF TANGIBLE MOVABLE PROPERTY OF THE EMBASSY OF THE REPUBLIC OF POLAND IN BEIRUT regarding consumables for multifunctional devices

1. Name and Registered Office of the Seller:
The Embassy of the Republic of Poland in Beirut, located at Ave. President Suleiman Frangieh 52, P.O. Box 40-215 Baabda, Beirut - Lebanon, hereinafter referred to as the "Organizer", in accordance with § 2a paragraph 1 of the Regulation of the Council of Ministers of October 21, 2019, on the detailed rules for the management of movable property assets of the State Treasury (Annexed to the announcement of the Prime Minister dated February 21, 2025, Journal of Laws, item 228) informs that it possesses unnecessary movable property assets, which may be subject to sale.
2. Type, Model, Quantity of Movable Property for Sale and Starting Prices:
A list of the surplus tangible movable property of the Embassy of the Republic of Poland in Beirut constitutes Appendix No. 1 to this Announcement.
The items listed in Appendix No. 1 are the property of the Organizer, are free from legal defects, are not encumbered with third-party rights, are not subject to any ongoing legal proceedings, and are not used as collateral.
3. Sale Deadline:
Bids for the purchase of the items listed in this Announcement, hereinafter referred to as the “offer”, may be submitted until 11 June 2025 at 10:00 a.m.
4. Viewing Location and Schedule for the Movable Property on Sale:
The items offered for sale may be viewed on the Organizer’s premises at: Ave. President Suleiman Frangieh 52, P.O. Box 40-215 Baabda, Beirut, Lebanon, on business days until 11 June 2025, between 09:00 and 12:00 a.m., by prior appointment and arrangement of date and time via email:

5. The condition for participation in the tender for the unnecessary movable property assets of the Embassy of the Republic of Poland in Beirut is::
a) The payment of a deposit in the amount of 10% of the starting price for each individual item of movable property subject to sale, as listed in Appendix No. 1 to this Announcement, must be made by 11 June 2025 at 10:00 a.m.
b) The calculation of the deposit amount for each item listed in Appendix No. 1 to the Announcement is as follows:

In the case of submitting an offer for more than one item, the deposit is cumulative.
c) The deposit can be paid in cash at the cash desk of the Embassy of the Republic of Poland in Beirut or to the following bank account number: 53 1020 1026 0000 1402 0518 0163 PKO Bank Polski. Proof of deposit payment is required.
d) A written offer must be submitted on the offer form, which constitutes Appendix No. 2 to this Announcement. The offer should include:
• The name, surname, and address of residence, or the company name and registered office of the bidder,
• The offered price and payment terms for the specific item for which the offer is being made (name, position number in the announcement, inventory number – if provided in the announcement),
• A statement from the bidder confirming that they have inspected the condition of the item for sale, or that they take full responsibility for any consequences arising from the decision to waive the inspection,
• In the case of a legal entity participating in this procedure, the application should include an up-to-date excerpt from the relevant register, issued no earlier than 6 months before the deadline for submitting offers. In the case of an entrepreneur, information about registration in the CEIDG (Central Registration and Information on Business).
6. Place and Form of Submission of the Offer:
The offer, along with the required documents, must be submitted in one of two possible forms by 11 June 2025 at 10:00 a.m.:
a) By email to beirut.amb.sekretariat@msz.gov.pl, in PDF format, previously filled out and signed with a qualified electronic signature by the person authorized to submit the offer, with the following message subject: “Announcement No. 2/2025 on the sale of surplus movable property of the Embassy of the Republic of Poland in Beirut”;
b) In person or by courier on business days (Mon - Fri) from 09:00 a.m. to 03:30 p.m. at the Organizer’s address: Ave. President Suleiman Frangieh 52, P.O. Box 40-215 Baabda, Beirut, Lebanon, with the envelope marked “Announcement No. 2/2025 on the sale of surplus and used movable property of the Embassy of the Republic of Poland in Beirut.” The envelope should be addressed as follows:

7. Other Information:
a) The Organizer has the right to cancel this procedure without selecting any offer, without providing a reason.
b) An offer with a price lower than the starting price specified in Annex 1 to the Announcement will be disregarded and rejected.
c) An offer will be rejected if it is submitted after the deadline, to the wrong place, or by a bidder who has not submitted a deposit.
d) A bidder may submit only one offer for a specific item covered by this Announcement. If more than one offer from the same bidder is received for the same item, the Organizer will consider the first offer received as binding and reject the others.
e) Offers that do not contain the data and documents mentioned in point 5 of this Announcement, or which are incomplete, illegible, or raise doubts (which would require clarification that could result in the offer being considered a new offer) will be disregarded and rejected.
f) In the case of two or more bids for the same item, the Organizer will select the bidder who offered the highest price. If multiple bidders submit the same price, the deciding factor will be the date and time of submission, or, if this does not resolve the issue, the tender will continue in the form of an auction between these bidders.
g) The deposit paid by bidders whose offers are not selected or are rejected will be refunded within
7 days from the date of selection or rejection of the offer, in the form in which it was submitted. The deposit paid by the buyer will be credited towards the purchase price.
h) The deposit is non-refundable if the winning bidder refuses to conclude the sales agreement.
i) The buyer is obliged to pay the purchase price within 7 days from the date of the conclusion of the sales agreement. Failure to pay the purchase price within the specified period will be considered as a withdrawal from the purchase by the buyer. The date and place for signing the agreement will be determined by the Organizer.
j) The item being sold will be handed over immediately after the buyer has paid the purchase price, based on the handover protocol or the sales agreement.
k) The buyer will bear all costs, fees, and taxes, as well as the costs associated with the collection of the item from the premises or its return to the designated address related to the purchase of the item from the tender.
8. Information Regarding the Processing of Personal Data by the Organizer:
This information fulfills the obligation specified in Article 13(1) and (2) of the Regulation (EU) 2016/679 of the European Parliament and of the Council of April 27, 2016, on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC, hereinafter referred to as the "GDPR."
a) The Administrator, as defined in Article 4(7) of the GDPR, of the personal data contained in the offers is: The Minister of Foreign Affairs, based in Warsaw, Al. J. Ch. Szucha 23, tel. +48 22 523 00 00.
b) The Minister of Foreign Affairs has appointed a Data Protection Officer (DPO), who performs their duties in relation to data processed at the Ministry of Foreign Affairs and its foreign missions.

c) Personal data will be processed based on Article 6(1)(c) of the GDPR in relation to § 17(1) of the Regulation of the Council of Ministers of October 21, 2019, on the detailed method of managing the material assets of the State Treasury (Journal of Laws 2022, item 998), as amended, for the purpose of conducting a tender for the sale of movable property of the Ministry of Foreign Affairs.
d) Providing personal data is necessary to participate in this procedure.
e) Access to the data is granted solely to authorized employees of the Ministry of Foreign Affairs, in particular members of the tender committee.
f) The data is protected based on the GDPR and cannot be made available to third parties unauthorized to access the data. Furthermore, the data will not be transferred to a third country or to an international organization.
g) Personal data will be processed until the conclusion of the procedure and then archived and stored in accordance with the provisions of the Act of July 14, 1983, on the National Archival Resource and Archives (consolidated text: Journal of Laws 2020, item 164) and the internal regulations of the Ministry of Foreign Affairs based on the provisions of the aforementioned Act.
h) The data subject has rights to control the processing of their data, as defined in Articles 15–19 of the GDPR, including the right to access their data, correct it, delete it, and restrict its processing, where applicable.
i) Personal data will not be processed in an automated manner that could have an impact on decisions that could produce legal effects or similarly significantly affect the data subject. The data will not be subject to profiling.
j) The data subject has the right to file a complaint with the supervisory authority at the following address:
