Deputy Prime Minister W. Kosiniak-Kamysz: The United States have responded positively to the proposition of establishing a permanent military base in Poland

- I had the opportunity to talk with the Secretary of War Pete Hegseth, leader of the Pentagon, today. We have discussed cooperation, collective defence, matters tied to the security of Poland and collaboration with the United States. I have also received an official reply to my letter from 29 May, which noted Poland's readiness to create a permanent base for the US military. I am pleased to announce that the Secretary of War together with his entire team, as well as the United States, have responded positively to the proposition of establishing a permanent military base in our homeland - noted the Deputy Prime Minister W. Kosiniak-Kamysz in Brussels.

Meeting of NATO Ministers of Defence

- Permanent presence of American troops is the goal that previous governments have been trying to reach. We have sought it for years. We have worked through consecutive phases. I am certain that last month’s events, when US military rotation to Europe has been cancelled, have focused attention on model allies. That is what the Secretary of War spoke about in the open part of our meeting, stressing that those who fulfil the criteria – and that is what the reply emphasizes – will get priority treatment. Poland spends 5% of its GDP on defence. Poland supports the strategy and concept of NATO 3.0. Poland is engaged in the allied, collective defence on the eastern flank of NATO. Poland is securing the eastern border of Europe and NATO through Eastern Shield, which has been placed in European documents as a strategic investment for defence and security.

The main part of the discussion began with a session of the Nuclear Planning Group (the highest NATO entity in matters of nuclear policy). Then the Ministers of Defence have participated in a session of the North Atlantic Council (NAC), which was a platform of discussion on the implementation of NATO defence plans. Preparation for the upcoming NATO Summit in Ankara, defence budgets of allied nations, developing cooperation between the Armed Forces, military mobility and infrastructure projects enhancing regional security were among the main topics of discussion.

- Nuclear Planning Group, of which Poland is a part, has met and NATO has decide to develop its nuclear deterrence capabilities. It is a response to the development of these capabilities by the Russian Federation. It is an important decision. It has been discussed for many months, even years, and today we have the first stance in twenty years that so clearly spells out the development of these capabilities. It entails the involvement of the United States, but all the other Nuclear Planning Group states as well.

- Our involvement in the fulfilment of operational plans, participation in different missions, allied defence, Eastern Shield, as well as operations Eastern Sentry and Baltic Sentry, in which we take part, show that Poland is a pillar of the Alliance in Europe today. There is no real defence of countries on the eastern flank of NATO without Poland’s involvement. That gives us many capabilities, develops our skills, but also causes us to take an even greater responsibility for the security of Poland and our neighbours. The Alliance is counting on us. The NATO Headquarters is also counting on Poland further developing our capabilities. I have assured that Poland will fully utilize the SAFE mechanism. I have also presented a report on the systems purchased by Poland as part of this procedure. They are a response to the call made by the United States, for Europe to do more and take greater responsibility for its own security.

The afternoon part of the Deputy Prime Minister’s visit in Brussels entailed bilateral meetings. The Polish Minister of National Defence talked to the Minister of Defence of Latvia Raivis Melnis, and the Minister of Defence of Sweden, Pål Jonson. These consultations have touched upon the coordination of defensive action on the eastern flank and joint training endeavours, among other topics.

- I have also had the opportunity to talk to the Minister of Defence of Sweden. He’s the Minister with whom I talk regularly. We have many topics to share, including the ORKA programme. We have discussed joint procurement, but also the final steps of the ORKA programme. The intergovernmental agreement has been signed in December last year. The government has made the decision to choose Sweden as its partner and the country that will produce three submarines for us, and provide a temporary submarine while they are produced, the so-called gap filler, which we will receive next year. We are finalizing the talks between defence industries.
