Permanent Representative of the Republic of Poland to the Organization for Security and Co-operation in Europe (OSCE)

Ambassador Adam Hałaciński is a career diplomat with many years of experience both at diplomatic missions and in the headquarters of the Ministry of Foreign Affairs. He is a graduate of the University of Warsaw (German studies). He also studied at the Faculty of Journalism and Political Science.

He started working at the Ministry of Foreign Affairs in autumn 1989 holding the positions of head of section, deputy director and director, he was responsible for, among other things, bilateral cooperation with European countries, border and regional cooperation and the Visegrad Group.

His first diplomatic mission was at the Permanent Representation of Poland to the OSCE in Vienna (1993-1999), he was also Deputy Head of Mission in the Embassy of Poland to Austria (2002-2007).

From 2007 to 2010, he held the position of Deputy Director of the Department of Europe and then Director of the Department of Central and Southern Europe.

Ambassador of the Republic of Poland to the Kingdom of Sweden from 2010 to 2014.

Upon his return, he performed, among others, the duties of Director, as well as Plenipotentiary of the Minister of Foreign Affairs for the Preparation of the North Atlantic Treaty Organisation Summit in the Republic of Poland, which took place in 2016.

From 2017 to 2019, he headed the Department of Security Policy of the Ministry of Foreign Affairs.

After being nominated by the President as Ambassador Extraordinary and Plenipotentiary - Permanent Representative of the Republic of Poland to the Organisation for Security and Cooperation in Europe in Vienna, he took up his post in early 2020.

During Poland's OSCE Chairpersonship in 2022, Ambassador Hałaciński was the Chairperson of the OSCE Permanent Council. In 2021 and 2023, he chaired the OSCE Mediterranean and Asian Partners for Co-operation Groups, respectively.

Awarded the Knight's Cross of the Order of Polonia Restituta. In recognition of his diplomatic work, he was also awarded the state decorations of Estonia, Lithuania, Sweden and Hungary.
