The bids will be opened at the meeting of the tender committee, at the Embassy of the Republic of Poland in Bucharest, Aleea Alexandru 23, sector 1, Bucharest on 19.05.2025 at 10.00 a.m.  

3. Place and date where the sold movable asset can be viewed:

The movable asset that is the subject of the tender can be viewed in: Embassy of the Republic of Poland in Bucharest, Aleea Alexandru 23, sector 1, Bucharest - from 24.04.2025 to 14.05.2025 (9.00 - 12.30), after a pre-arranged visit. 5. The amount of the tender deposit and the form and deadline for its payment:

• The condition for joining the public tender is the payment of a bid bond in the amount of 10% of the starting price of the sold tangible movable property.
• The submitted offer is immediately confirmed by a deposit in the amount of 10% of the starting price, i.e. 859.10 EURO (eight hundred fifty-nine and 10/100 euro), paid in cash at the cash desk of the Embassy of the Republic of Poland in Bucharest, Aleea Alexandru 23.
•  Failure to pay the bid bond is a reason for automatic rejection of the offer.
• The bid bond must be submitted before the deadline for submission of bids, payable only in cash.
• The tender deposit submitted by the bidders whose offers have not been selected or have been rejected will be returned by the seller within 7 days from the date of selection or rejection of the offer. The refund is made in cash at the cash desk of the Embassy of the Republic of Poland in Bucharest, Aleea Alexandru 23.
• The tender deposit submitted by the buyer is credited towards the price.
•  The tender deposit is not refundable if the bidder who won the tender evades concluding the sales agreement.

 

6. The offer submitted in the tender should include (according to the template in Appendix No. 2):

• name and surname and place of residence or company name and registered office of the bidder,
• contact phone number, e-mail address the specific asset for which the bid is submitted,
• the offered price for the movable asset covered by the subject of the tender (not lower than the starting price)
• the bidder's statement that he has familiarized himself with the condition of the tangible movable asset which is the subject of a public tender or that it is liable for the consequences resulting from the resignation from familiarizing itself with the status of this component.
•  in the case of joining the tender by a legal entity, the offer should be accompanied by a current extract from the relevant register;

7. Date, place and procedure of submitting the offer:

• The offer along with the required documents should be submitted in a sealed envelope.
• The envelope must be addressed according to the following pattern: Embassy of the Republic of Poland in Bucharest, Aleea Alexandru 23, sector 1, 011821 Bucharest
•  The envelope should read:   "Offer in the tender for the sale of a car".
• Written offers should be submitted on working days (Mon.-Fri.) from 10:00 a.m. to 4.00 p.m., no later than 16.05.2025 at the Embassy of the Republic of Poland in Bucharest, Aleea Alexandru 23, sector 1, Bucharest.
• The submitted offer is immediately confirmed by a deposit paid in cash at the cash desk of the Embassy of the Republic of Poland in Bucharest in the amount of 10% of the starting price, i.e. EUR 859.10 net (  eight hundred fifty-nine and 10/100 EUR net).
•  An incomplete or unsigned offer will be rejected.

Failure to pay the bid bond is also a reason for automatic rejection of the offer.

 

8. Rejection of offers:

• The tender committee rejects the offer if it was submitted after the deadline, in the wrong place, does not contain the data and documents referred to in point 6 ("The offer submitted in the tender should include") or they are incomplete, illegible or raise doubts, and the submission of explanations could lead to its recognition as a new offer
•  The tender committee rejects the offer if the bid bond has not been paid or if the amount paid in an insufficient amount has been made;

The Tender Committee immediately notifies the bidder of the rejection of the offer.

 

9. Other Information:

• The tender is conducted in accordance with the Regulation of the Council of Ministers of 21.10.2019 on the detailed method of managing tangible movable assets of the State Treasury.
•  The tender committee will select the bidder who will offer the highest price for the selected movable asset covered by the subject of the tender.
•  The sale cannot take place for a price lower than the starting price.
•  The person who offers the highest price will be immediately informed and invited to sign the car purchase and sale contract.
•  The amount of the tender deposit paid by him will be credited towards the price. Other bidders will be able to collect the paid deposit at the cash desk of the Embassy of the Republic of Poland in Bucharest If the winner of the tender does not pay the offered amount to the bank account of the Polish Institute in Bucharest within 7 working days from the date of signing the purchase agreement, he loses the right to purchase the car which is the subject of the tender, and the Tender Committee

will offer to buy the vehicle to the next bidder who presented the next highest price offer.

• If two or more people offer the same highest price, then the tender will be settled in the form of an auction between these bidders.
•  The Polish Institute in Bucharest reminds that it does not issue invoices for the purchased car.
• The basis for payment and release of the subject of sale will be the purchase and sale agreement, which will be signed within 14 working days from the date of the tender settlement.
•  The transfer of ownership of the car to the Buyer will take place immediately after the following conditions are met:
  • after the Buyer has paid the purchase price, within the time limit specified by the Seller, on the basis of the signed purchase agreement and confirmation of crediting the amount paid by the Buyer to the Seller's account,
  • after paying all taxes and fees required by the Romanian authorities
  • after fulfilling other additional formalities required in Romania

 

The car will be collected after the vehicle is re-registered to the new buyer

The Polish Institute in Bucharest reserves the right to close the tender at any time, without selecting any of the offers, without giving any reason.

The Polish Institute in Bucharest is not responsible for hidden defects of the vehicle.

The organiser of a public tender has the right to close the tender without selecting any of the bids, without giving any reason.
