Statement on environmental risks caused by the shadow fleet in the Baltic Sea

At the 1546th meeting of the Committee of Ministers' Deputies of the Council of Europe on 10 December 2025, the Chargé d'affaires a.i. Mr Aleksander Pociej delivered a statement on the environmental threats posed by the shadow fleet in the Baltic Sea.
The statement prepared by Poland in cooperation with most of the member states of the Council of the Baltic Sea States was supported by a total of 20 member states of the Council of Europe. The text of the statement in English is available below.
On 1 July 2025, Poland took over the chairmanship of the CBSS from Estonia, which it will hold until 30 June 2026.
The Polish Presidency intends to continue practical cooperation based on the achievements of previous presidencies, in line with the CBSS's long-term priorities:
1) A safe and stable region;
2) A sustainable and prosperous region;
3) Regional identity.
