Report on "Reparation and reconciliation processes to overcome past conflicts and build a common peaceful future – the question of just and equal redress"

A report drawn up at the Council of Europe as a result of a resolution drafted by Arkadiusz Mularczyk, Government Plenipotentiary for Compensation for Damage Caused by German Aggression and Occupation in 1939-1945, is now available to the public.

The document, drawn up by Rapporteur Lord Richard Keen, advocates that Council of Europe's member states commit to a mechanism for settling historical disputes. It promotes seeking mutual understanding based on respect and partnership. Thereby, the Council of Europe makes it clear that aggressor states will not avoid responsibility and will have to engage in dialogue with victim states.

 

This is of particular importance in the context of Poland's efforts to make Germany recognise its compensation claims. The report reinforces the arguments of the Polish side, which will not cease its diplomatic efforts or activities on the international front. The German side should sit down to a negotiating table to discuss the payment of due compensation for the material and non-material damage caused by German aggression and occupation in 1939-1945.
