In the run-up to the June European Council, ministers exchanged views on the new draft conclusions. On the basis of the results of the discussion, a new draft will be presented for discussion by the leaders. During the meeting, Poland briefed the ministers on the impact of the EU carbon market on various individual areas of the EU. "Proposals to extend the European Emissions Trading Scheme (ETS) to additional areas, including households, may hit the poorest and Poland strongly opposes this," declared Minister Szynkowski vel Sęk.

In addition, the Ministers had an informal discussion over a working lunch with Mr Nicolae Popescu, Minister of Foreign Affairs of Moldova.
