National Institute of Telecommunications

Wojciech Kamieniecki, DSc is an experienced manager and expert in modern technologies and management. He graduated from the Faculty of Automatic Control and Computer Science at the Silesian University of Technology and later obtained a Ph.D. in economic sciences in the field of management from the University of Szczecin.

He began his professional career at WSK "PZL-Mielec" S.A., where he contributed to the separation of the telecommunications business and the establishment of the Telecommunications Company "Centrala" Sp. z o.o., later known as Multimedia Polska S.A. – Mielec Sp. z o.o. He has extensive experience in business management and the implementation of large-scale projects in the telecommunications sector (including Multimedia Polska S.A., Nordisk Polska Sp. z o.o., EXATEL S.A.) and the photovoltaic sector (Mielec PV S.A.). He is also an expert in the evaluation of projects related to the construction of regional broadband networks and last-mile infrastructure.

From 2016 to 2018, he served as Director of the NASK – National Research Institute, where he co-created and led projects such as the National Cybersecurity Center and the Nationwide Educational Network. Under his leadership, NASK was granted the status of a National Research Institute, and the national-level CSIRT (Computer Security Incident Response Team) was launched within the institute.

From July 30, 2019, to February 2022, he served as Director of the National Centre for Research and Development (NCBR). During this time, NCBR was recognized by the European Commission as the best institution in the EU for implementing innovation procurement.

Most recently, Dr. Eng. Wojciech Kamieniecki has served as President of Inseqr sp. z o.o. He is the author of numerous scientific publications on development strategies, enterprise management, and value creation in businesses.

On March 19, 2025, he was appointed Deputy Director of the National Institute of Telecommunications by Deputy Prime Minister and Minister of Digital Affairs, Krzysztof Gawkowski.
