Poland in Qatar

Historical view 

Poland established diplomatic relations with the State of Qatar on 16 October 1989. The first visit by a Qatari Head of State to Poland – and at the same time the first visit by a Head of State from the Gulf region to Poland – took place in June 2002, when Amir Sheikh Hamad bin Khalifa Al Thani visited Warsaw. In March 2004, President of the Republic of Poland Aleksander Kwaśniewski paid an official visit to Qatar. The Embassy of the Republic of Poland in Doha was opened in August 2006, while the Embassy of the State of Qatar in Warsaw began its operations in April 2008. 

In November 2008, Prime Minister Donald Tusk visited Doha. Amir Sheikh Hamad bin Khalifa Al Thani paid another official visit to Poland in October 2011. In December 2013, President Bronisław Komorowski paid an official visit to Qatar. 

A major impetus for the further development of bilateral relations was the official visit to Poland by the current Amir of Qatar, Sheikh Tamim bin Hamad Al Thani, on 4–5 May 2017. During the visit, four agreements were signed concerning economic cooperation, cultural cooperation, cooperation in healthcare and medical sciences, and visa exemption for holders of diplomatic and special passports. A Polish-Qatari Business Forum was also held. 

In December 2019, Minister of Foreign Affairs Jacek Czaputowicz visited Doha. President of the Republic of Poland Andrzej Duda visited Qatar three times: on 3–5 December 2021 on an official visit; in March 2023 in connection with his participation in the Fifth United Nations Conference on the Least Developed Countries (LDC5); and on 13–15 May 2024, when he attended the Qatar Economic Forum as a guest of honour. 

Another important milestone was the official visit of Amir Sheikh Tamim bin Hamad Al Thani to Poland on 4 July 2024. The visit included talks with President Andrzej Duda and further broadened the bilateral agenda, including cooperation in higher education and scientific research.

 

Political cooperation after 1989

Polish-Qatari relations are very good and have acquired a strategic dimension in a number of areas. Energy security remains their most important long-term pillar, while in recent years the bilateral agenda has expanded considerably to include investment, new technologies, science and higher education, security and defence, development cooperation and humanitarian assistance, as well as parliamentary contacts. High-level political engagement is particularly important in relations with Qatar, where political trust plays an important role in decisions concerning the commitment of public and private investment resources abroad. 

Regular political consultations at deputy foreign minister level have been conducted since 2014. In December 2025, Undersecretary of State at the Polish Ministry of Foreign Affairs Wojciech Zajączkowski participated in the Doha Forum and held a series of meetings with representatives of the Qatari authorities and other international partners.

Parliamentary cooperation has also intensified. In 2025, representatives of the Polish-Qatari Parliamentary Group visited Qatar and held talks with representatives of the Shura Council.

In September 2025, Ambassador Tomasz Sadziński presented his credentials in Doha. 

Political contacts remained intensive in 2026. On 15–16 July 2026, Undersecretary of State Wojciech Zajączkowski visited Qatar and conveyed condolences on behalf of the Polish authorities following the death of Sheikh Hamad bin Khalifa Al Thani.

Development and humanitarian cooperation has emerged as a new area of bilateral engagement. In 2026, Poland and Qatar intensified contacts with the Qatar Fund for Development, including consultations on possible joint projects and cooperation related to assistance for Ukraine.

Poland and Qatar have maintained close relations in the field of security and defence for many years. Since 2016, Polish officers have been carrying out duties in Qatar as part of Operation Inherent Resolve, including at the Combined Air Operations Center at Al Udeid Air Base. Cooperation between the Polish Naval Academy in Gdynia and the Qatari Coast Guard has also been developing since 2015. In July 2022, a Technical Arrangement was signed concerning the involvement of the Polish Special Forces – including JW GROM – in a training and advisory programme for Qatari security forces. 

In 2026, Polish representatives participated in the DIMDEX defence exhibition in Doha, while bilateral talks focused on further developing military training cooperation, contacts between defence industries and strengthening the legal framework for cooperation.

The bilateral legal and treaty framework has been further expanded in recent years. In addition to the existing agreements covering, inter alia, air transport, avoidance of double taxation, tourism, economic cooperation, culture, healthcare and medical sciences, as well as visa exemption for holders of diplomatic and special passports, an Agreement on Cooperation in the Field of Higher Education and Scientific Research was signed in July 2024.

Poland continues to enjoy a positive image in the Qatari media. Although current reporting on Poland still largely relies on international news agencies, the number of articles and reports focusing on bilateral relations, the Polish economy and investment opportunities has noticeably increased. For example, the Polish-Qatari Investment Forum, held in November 2025, received broad coverage in major Qatari media outlets, including The Peninsula, Gulf Times, Qatar Tribune, Doha News, Al-Watan and Al Sharq.

 

The Embassy of the Republic of Poland in Doha is active in the field of public diplomacy by organizing concerts, exhibitions and other events promoting Polish art and culture in Qatar. In 2015, the Qatar Philharmonic Orchestra performed works of renowned Polish composers under the baton of Wojciech Czepiel. In 2016, a concert of Marcin Wyrostek with the group Tango Corazone took place in Doha. A Polish film festival was also organized. In the same year, Krzysztof Penderecki gave concerts with the Qatar Philharmonic Orchestra. A number of Polish musicians has performed in Doha in the previous years, including Alicja Węgorzewska and numerous jazz bands, such as Marcin Wasilewski Trio. In 2012, the National Museum in Gdańsk, the Polish Academy of Sciences Library and the Orientalist Museum in Doha presented the exhibition "Bartholomäus Schachman, (1559-1614): Art of travel".

In 2018, the National Library of Poland and Qatar Museums Authority completed a joint, long-term project of publication of an extended scientific publication of the manuscript by Wacław Seweryn Rzewuski "Sur le Chevaux Orientaux et provenants des Races Orientales – Concerning the Horses of the Orient and Those Originating from Oriental Breeds " and a facsimile of the original work. The entire cost of this undertaking, which is the largest edition of the source in history, was covered by the Qatari side. The publication was presented at the largest book fair in Qatar (29th Doha International Book Fair) in November 2018.

In June 2019 H.E. Mr. Salah Bin Ghanem Al Ali, the Minister of Culture and Sports of the State of Qatar visited Poland.

For several years, the embassy has noticed a growing interest of Qatari residents in studying in Poland. Since 2015, cooperation between the Polish Naval Academy in Gdynia and the Qatari Coast Guard, sending its cadets to 4-year full-time studies, has been developing successfully. In 2016, at the initiative of the Embassy of the Republic of Poland in Doha, a study visit of Qatari journalists to Poland was organized. The participants visited, among others, the Medical University of Warsaw as well as the Gdansk Science and Technology Park. The "Agreement between the Government of the Republic of Poland and the Government of the State of Qatar on cooperation in the field of higher education and research" is currently being negotiated.

The Embassy also inspires cooperation between Polish and Qatari scientists and universities. As part of such dialogue, a lecture by Prof. Zbigniew Rychard on political changes in Poland was held at a local branch of Georgetown University in 2014. In 2017, in cooperation with Hamad Bin Khalifa University, a lecture and exhibition on Tatars in Poland were organized.

In 2014, at the initiative of the Polish community in Qatar, the Captain W. Pilecki Polish School in Qatar was established. It is an informal institution run by parents-volunteers, organizing classes for Polish kids living in Doha each Friday morning. Every year, about 50-70 children attend these free classes at school. They are organized with the approval and support of the Qatari Ministry of Education and Higher Education, and lessons are held at one of the local public schools: Tariq bin Ziyad Independent School for Boys in Doha.
