Presenting "Polish Aid to Ukraine 2022-2023"

On October 9, 2025 the Council for Cooperation with Ukraine led by its Chairman, Paweł Kowal, hosted a press conference at the Chancellery of the Prime Minister to present its groundbreaking report – “Polish Aid to Ukraine 2022-2023”.
The report summarizes for the first time the entirety of efforts undertaken by the Polish government, local governments and civic society to help Ukraine and its citizens, alleviate the negative humanitarian, economic and political effects of war, and resists Russian aggression. Using sources provided by ministries and governmental agencies, local governments and non-governmental institutions it documents the historic moment of Polish mobilization for Ukraine’s survival. It will be the first draft of history for one of the brightest chapters in centuries of Polish-Ukrainian relations.
“Polish Aid to Ukraine 2022-2023” was a collaborative effort initiated by the Council’s Chairman and carried out by a team of researchers and volunteers led by Wiktor Babiński, who presented the report’s conclusions during the briefing, and Michał Wyrębkowski. The expert panel consulting the report was chaired by Paweł Kowal and included the best experts in the field of Polish-Ukrainian relations – Bogumiła Berdychowska and Daniel Szeligowski.
