United Arab Emirates
Polish-Emirati relations are characterized by increasing intensity and constant expansion of areas of cooperation.
Polish-UAE relations are characterized by increasing intensity and a constant expansion of areas of cooperation. Poland is one of the countries relations with whom are a priority for the Emirates who recognize the exceptional economic success of our country. High-level visits, as well as numerous other contacts between representatives of the public and private sectors, and the expansion of the institutional cooperation infrastructure, have paved the way for further joint business projects. Although the economy is the most important area of Polish-UAE relations, they are also developing in the areas of culture and science. There is also a desire to establish cooperation in the field of defense.
Among the most significant recent events in Polish-Emirati political relations was the visit of Polish President Andrzej Duda to the World Government Summit (WGS) in Dubai in February 2025. This was his third visit to the Emirates, following a bilateral visit in March 2023 and the participation in COP28 in Dubai in November-December 2023. During his most recent visit, the Polish President, in addition to attending the WGS, held meetings with UAE President Mohamed bin Zayed Al Nahyan and the Ruler of Dubai, Mohamed Rashid bin Maktoum. Of particular importance was the visit to Poland in March 2025 by Emirati Minister of Foreign Trade Dr. Thani Al Zeyoudi, who held meetings with a number of Polish ministries, primarily focused on the development of investment cooperation. In September, on the sidelines of the UN General Assembly, Polish Deputy Prime Minister and Minister of Foreign Affairs Radosław Sikorski met with his counterpart Abdullah bin Zayed.
Our bilateral relations are built on existing successful projects, such as the investment by the Emirati food company LULU in a logistics center in Olsztyn, completed in 2023. During COP28, the Emirati renewable energy company MASDAR announced another investment in Poland, made jointly with Taaleri Energia and its Polish partner DOMREL. The investment envisages the construction of a mix of photovoltaic and wind farms generating 1 GW of energy within 5-7 years. Polish luxury catamaran manufacturer SunReef Yachts launched a new $100 million investment in the emirate of Ras Al Khaimah in 2024. These are just a few examples of the rapidly developing economic relations between Poland and the UAE in recent years. Positive trends in economic cooperation are also reflected in trade. According to data from the Central Statistical Office (GUS), bilateral trade totaled €1.947 billion in 2024. Poland recorded a significant trade surplus: our exports to the UAE reached €1.462 billion (of which €1.007 billion in goods and €455 million in services), while imports reached €585 million (€297 million in goods and €288 million in services).
While the UAE is becoming an increasingly attractive destination for companies and employees from around the world, the number of Polish citizens living in the UAE is also growing rapidly, currently reaching approximately 10,000, contributing to the development of the Emirates' economy. The number of Polish companies present in the UAE is also growing rapidly. In this context, the establishment (in February 2024) of the Polish Business Council in Dubai was crucial. The council, grouping Polish companies present in the Emirates, aims to expand and strengthen business ties between Poland and the UAE, as well as to increase the visibility of Polish companies in the Emirates. This will lead to new opportunities for Polish investors not only in the UAE but also, thanks to its strategic location and logistical connections, in other markets in Africa and Asia.
Another important step in deepening bilateral economic relations was the first session of the Polish-UAE Strategic Financial Dialogue, which took place in Warsaw in July 2024. Representatives of both countries' administration and business discussed issues such as the use of AI, the implementation of FinTech, banking cooperation, and the green transformation. The session was very productive, paving the way for further cooperation in this key area. Parliamentary and regional cooperation should also be mentioned. In December 2024, the Chairman of the Foreign Affairs Committee of the Sejm of the Republic of Poland, MP Paweł Kowal, visited the Emirates. As part of his visit, he met with members of the European-UAE Friendship Committee at the Federal National Council (the Emirati equivalent of parliament). The leader of regional cooperation on the Polish side is the Silesian Voivodeship, whose Upper Silesian Fund has a permanent representative office in Abu Dhabi. The Lublin Voivodeship is also developing intensive contacts with Emirati partners.
One of the most promising areas of Polish-Emirati cooperation is modern technologies. In this context, a significant event was the visit in October 2025 of a delegation from the Polish Ministry of Digital Affairs, led by Deputy Minister Rafał Rosiński. They participated in the world's largest IT and AI trade fair, GITEX, in Dubai, which was also attended by dozens of Polish technology companies. As part of his visit, the Deputy Minister met with Omar Sultan Al Olama, the Emirati Minister for Artificial Intelligence, Digitalization, and Remote Work Applications. Minister Rosiński mentioned the project to build an AI Factory in Poland in cooperation with the Baltic countries, which will be the largest computing center dedicated to artificial intelligence in Central and Eastern Europe. He also encouraged the Emirati side to cooperate in the production of semiconductors in Poland and the development of space technologies and quantum computers.
