Information about the procedure
Everyone has the right to request that the website, mobile application, or any part thereof be made digitally accessible.
It is also possible to request that information be provided through an alternative means of access, for example by having a document that is not digitally accessible read aloud, or by providing a description of the content of a video without audio description, etc.
The request should include the details of the person submitting the request, an indication of which website or mobile application the request concerns, and a preferred method of contact. If the person making the request requires information to be provided through an alternative means of access, they should also specify the preferred method of receiving the information.
The public authority should fulfil the request without undue delay, and no later than 7 days from the date on which the request was submitted. If it is not possible to meet this deadline, the public authority shall promptly inform the person making the request of when the request can be fulfilled. In such a case, the deadline may not exceed 2 months from the date on which the request was submitted. If it is not possible to ensure digital accessibility, the public authority may offer an alternative means of access to the information.
If the public authority refuses to fulfil a request to ensure accessibility or to provide an alternative means of access to information, the person who submitted the request may lodge a complaint concerning the provision of digital accessibility of the website, mobile application, or an element thereof.
Once the above procedure has been exhausted, a request may also be submitted to the Ombudsman.
Architectural accessibility
State Mining Authority in Katowice,
31 Poniatowskiego St., 40-055 Katowice
The State Mining Authority building complex comprises two adjacent buildings: the main office building at 31 Poniatowskiego Street and an ancillary building located in the immediate vicinity, at 29 Poniatowskiego Street. Facilities for people with mobility impairments, including wheelchair users, are provided on the ground floor of both buildings, with access via stair lifts from the inner courtyard. Apart from ground-floor access, neither building has ramps, stair lifts, lifts or access ramps.
If you notify us in advance of a visit by someone with mobility difficulties, we will be able to make the best possible arrangements for your visit in terms of stairlift operation and securing a parking space.
Access to the inner courtyard (car park) is possible after contacting the security post.
The building at 29 Poniatowskiego Street has two entrances. The entrance directly from Poniatowskiego Street is via stairs only. The entrance from the courtyard is equipped with a stairlift providing access only to the ground floor of the building. The building has a disabled toilet located on the same level as the reception area for people with mobility impairments.
The main office building at 31 Poniatowskiego Street. Access to the building from Poniatowskiego Street is only possible via the stairs. This entrance is not accessible to wheelchair users. For people in wheelchairs or with other mobility difficulties, there is an alternative entrance to the building from the south – accessed from the internal car park, via the courtyard. This entrance is equipped with a stair lift. The door on the south side is fitted with a video intercom; once this is activated, the porter will open the door and allow you to use the stairlift. The stairlift provides access only to the ground floor of the building, where the office, a quiet service room and a disabled toilet are located. Access to the other floors is via stairs only.
The reception is situated to the right of the main entrance, or – after entering the building via the south-facing door and using the stairlift – at the end of the corridor on the left-hand side.
Tactile paving is installed in front of the steps leading to the main entrance and directly in front of the building’s entrance door.
The building is equipped with an induction loop and an online Polish Sign Language (PJM) interpreting service.
A navigation device compatible with the YourWay app has been installed outside the entrance, providing information about the office via voice or text.
QR codes have been installed in the building, showing the layout of the main rooms. High-contrast signage has been used in the stairwell and on the ground floor of the building.
A disabled toilet is located on the ground floor of the building.
A quiet service room is available at the office.
The building is equipped with an evacuation chair.
Assistance dogs and guide dogs are permitted in both buildings and all rooms.
There are no permanent disabled parking spaces at the entrances to either building or in the immediate vicinity.
There is one parking space in the inner courtyard, marked as a disabled parking space.

Buildings A and B have one common entrance for visitors, from ground level, equipped with automatic sliding doors.
The reception desk is located opposite the entrance door; further passage is secured by a door.
The archive of the State Mining Authority is located in Building A. The archive rooms are accessible by a ramp that allows wheelchair access.
The District Mining Office in Katowice is located on the first, second and fourth floors of Building B, the Office's secretariat is located on the second floor.
The Department of Basic Infrastructure of Mining Plants (an organizational unit in the State Mining Authority) is located on the third floor of Building B, the Department's secretariat is located on the third floor.
Building B is equipped with an elevator serving all levels.
The elevator is wheelchair-accessible, has control buttons for reading in Braille, and a voice communication module.
The corridors of Building B are divided by doors with door closers.
On each floor of the building there is a toilet adapted to the needs of people with mobility disabilities.
In front of the building, one parking space has been designated for the disabled.

District Mining Office in Gdańsk,

There are two entrances to the office building.
The main entrance directly from the parking lot from Biała Street and the second from Zawisza Czarny Street.
The main entrance has a staircase without facilities for people with reduced mobility.
The second entrance, from Zawisza street, has a ramp for the disabled.
The building is equipped with two elevators serving all floors, the elevators are equipped with buttons with descriptions in Braille.
The District Mining Office in Gdańsk is located on the third floor. The office is located to the right of the entrance to the Office.
The building does not have toilets with facilities for the disabled.
There is a marked parking space for the disabled at the entrance from Zawiszy Street.
The building offers an induction loop and an online Polish Sign Language (PJM) interpreter service.
In front of the entrance, a navigation device has been installed that works with the YourWay application, providing voice or text information about the office.
It is possible to enter the building and its premises with an assistance dog and a guide dog.
District Mining Office in Kielce,
61 Zagnańska St., 25-528 Kielce
The office building has its main entrance on Robotnicza Street. Access to the ground floor is via stairs or a ramp. The doors open automatically.
The lobby houses the building manager’s 24-hour reception desk. The access control system is operated by security staff.
The building is equipped with elevator for general use: two passenger elevator and one service elevator.
The elevator have buttons in Braille.
The office is located on the third floor. Upon exiting the elevator, a glass door leads to the office; this is opened by staff after you have signalled using the bell located next to the door.
The reception and the registry are on the left-hand side of the main entrance to the office (or on the right-hand side if using the service elevator).
A toilet for people with disabilities is located on the ground floor of the building.
The office does not have its own car park, but people with mobility impairments may park directly in front of the building.
It is possible to enter the building and its premises with an assistance dog and a guide dog.
District Mining Office in Cracow,
3 Łukasiewicza St., 31-429 Kraków
Entrance to the office building housing the District Mining Office in Cracow is possible through three paved entrances on single-stage concrete platforms. Two of the entrances lack ramps, landings and step platforms.
The door from Ignacy Łukasiewicza Street, is accessed by a ramp adapted to the needs of people with reduced mobility.
The building's reception area is accessible to the right of the entrance after climbing several internal stairs.
To the left of the entrance is the staff room, accessed by a tactile path.
The offices are located on the third floor of the building.
The building lacks an elevator.
The building lacks toilets for the disabled.
There are no parking spaces for the disabled in the immediate vicinity of the building.
The building offers an induction loop and an online Polish Sign Language (PJM) interpreter service.

District Mining Office in Krosno,

There are two entrances (main and side) to the office building where the District Mining Office in Krosno is located. There is a main entrance for visitors, which is a platform with an anti-slip insert, elevated above ground level by one step and equipped with an automatic door. The side entrance is accessed by two stairs and a platform.
The entrance is equipped with a standard door. There are no ramps at either entrance.
The building's reception area is located to the left of the main entrance. The widths of the main door and the door to the service room allow wheelchair users and those with limited mobility to move freely.
The premises of the District Mining Office in Krosno are located on the second floor.
People with mobility limitations who cannot climb the stairs are received in the service room on the first floor.
The building does not have an elevator, ramps, or step platforms to allow wheelchair users to move around.
The building does not have toilets adapted for the disabled.

There are two entrances to the building, which houses the headquarters of the District Mining Office in Lublin.
The main entrance from Magnoliowa Street and the second from the back of the building.
The premises of the District Mining Office in Lublin are located on the second floor.
The Office premises are accessed by closed doors equipped with intercom and paging systems for the disabled.
The entrances are equipped with standard doors. There are ramps at both entrances.
The entrance from Magnolia Street leads up stairs. The office is located to the right of the entrance.
The entrance from the back of the building is equipped with an elevator. The elevator has buttons with signage in Braille. The law office is located on the left side from the entrance
Three parking spaces for the disabled are designated in the courtyard, also along Magnolia Street, where the building is located, three parking spaces are designated for the disabled.
The building offers an induction loop and an online Polish Sign Language (PJM) interpreter service.
Persons with an assistance dog or guide dog can enter the building and all its floors.

The one paved entrances to the office building: entrance C.
Stairs lead to both entrances.
There is a ramp for the disabled at the stairs.
In front of the entrance, a navigation device has been installed that works with the YourWay app, providing voice or text information about the office.
A standard door, with the right-hand leaf opening, leads into the building. Behind the door is a spacious lobby with seating areas and a toilet adapted for people with disabilities.
The entrance to the office is on the left-hand side of the lobby – a glass door with a sign, with the right-hand leaf opening outwards.
The office is on the ground floor of the building. The reception is on the right-hand side as you enter the office.
Room 12 is a quiet service room for people with special needs.

There are two entrances to the office building: the main entrance from Swierklańska Street and the service entrance from the parking lot.
The main entrance is equipped with a ramp platform, allowing wheelchair users to enter the first floor level.
Stairs lead from the first floor to the other floors of the office.
There are no facilities for people in wheelchairs or with mobility problems.
The building does not have an elevator.
On the first floor of the building are located the office, the administrative and accounting office and a toilet for the disabled. The secretariat is located on the first floor.
In front of the building there is a parking space for the disabled.

District Mining Office in Warsaw,

The office building housing the headquarters of the District Mining Office in Warsaw has one main entrance from the intersection of Wilcza Street and Poznańska Street.
The entrance to the building is from ground level and is equipped with automatic doors. The reception desk is located to the left of the entrance.
There is an elevator in the building. The person entering, on the way to the elevator, has to climb three stairs, which are a barrier, for example, for a person in a wheelchair. There is a lack of a ramp, a ramp and an access platform.
It is possible to lay out a ramp for wheelchair users.
The Office premises are located on the third floor of the building.
There is a toilet adapted for people with disabilities at the Office’s premises.
A QR code containing information on the layout of the rooms is displayed on the entrance door.
QR codes showing the names of the rooms are also displayed on the other doors inside the Office.
Disabled parking spaces are available in the paid parking zone on Poznańska Street.

There are 2 entrances to the office building where the District Mining Office in Wroclaw is located from the ground level. The main entrance from Kotlarska Street and the second from Kuźnicza Street.
The entrance to the building from Kuźnicza Street is not adapted for the disabled.
The Office can be entered only from Kotlarska Street. There are stairs at the main entrance, which disabled people can climb using a stair platform.
The platform is operated by a porter residing on the first floor of the building.
There is an elevator in the building, which is accessible after climbing the first flight of stairs.
The Office's rooms are located on the second floor of the building and are accessible from the staircase level after climbing two flights of stairs.
It is possible to lay out a ramp, for people in wheelchairs.
The Office premises are accessed by a locked door equipped with an intercom.
The office is located to the left of the entrance to the Office premises.
There are toilets for the disabled in the building. All disabled toilets are located on different floors from the Office premises.
Two parking spaces for the disabled are located in the paid public parking lot on the side of Kotlarska Street.
The building offers an induction loop and an online Polish Sign Language (PJM) interpreter service.
A TOTUPOINT navigation and information system marker has been installed in front of the entrance to the Office.

Application for the provision of architectural or information and communication accessibility
Under the Act of 19 July 2019 on ensuring accessibility for people with special needs, anyone, without having to demonstrate a legal or factual interest, has the right to inform a public body of any lack of architectural or information and communication accessibility, as referred to in Article 6(1) or (3) respectively, on the part of that body.
A person with special needs, or their legal representative, having demonstrated a legitimate interest, has the right to submit a request for architectural or information and communication accessibility, hereinafter referred to as a ‘request for accessibility’. A request for accessibility is submitted to the public body whose activities are related to the request for accessibility contained in the application. A request for architectural or information and communication accessibility should include:
• The applicant’s contact details.
• A description of the barrier hindering or preventing accessibility in terms of architectural design or information and communication.
• Details of how to contact the applicant.
• An indication of the preferred method of ensuring accessibility, where applicable.
The public body should comply with the request without delay, no later than 14 days from the date the request was submitted. If it is not possible to meet this deadline, the public body must immediately inform the person making the request of when the request can be met, provided that this deadline does not exceed 2 months from the date the request was made. If it is not possible to ensure accessibility, the public body may propose an alternative means of accessing the information.
