Competences

1. establishes the tasks to be performed and supervises their performance on the matters covered by the scope of operation of the Innovation, Digital Affairs and Knowledge Transfer Department (excluding the tasks in the area of supervision over the activities of research institutes), Technical Assistance Department and Strategy and Development Department, including in particular:

  • innovation, digital affairs and knowledge transfer in the areas of agriculture, rural development, agricultural markets and fisheries,
  • scientific research and cooperation,
  • agricultural advisory services,
  • support under the financial instruments of the Rural Development Programme for 2014–2020 and Strategic Plan for the Common Agricultural Policy for 2023‒2027,
  • technical assistance under the Rural Development Programme for 2014–2020, Operational Programme “Fisheries and Sea” for 2014–2020, Strategic Plan for the Common Agricultural Policy for 2023‒2027 and the European Funds for Fisheries for 2021‒2027 programme,
  • coordination of preparation and monitoring of the national development strategies,
  • coordination of works in the area of implementation, updating and monitoring of the National Recovery and Resilience Plan and the National Reform Agenda,
  • coordination of the Ministry’s participation in preparation of the programmes implementing the 2021-2027 Partnership Agreement,
  • analysing the impact of the European Union and national policies on the implementation of the 2030 Strategy for Sustainable Development of Rural Areas, Agriculture and Fisheries;

2. establishes the tasks to be performed and supervises their performance on the matters covered by the scope of operation of the Education and Social Policy Department in the area of agricultural education and supervision over the activities of the National Centre of Agricultural Education and the agricultural schools and facilities;

3. supervises the activity of:

  • the Agricultural Advisory Centre in Brwinów,
  • the National Centre of Agricultural Education,
  • the agricultural schools and facilities,
  • the voivodeship agricultural advisory centres.

Biography

Born on 2 March 1990 in Pajęczno in the Łódzkie Voivodeship.

Social and agricultural activist, graduate of the Main School of Fire Service in Warsaw, the Institute of Agricultural and Food Economics in Warsaw, and the international exchange programme of Texas A&M University, USA.

In 2021-2023, Deputy President of the European Council of Young Farmers (CEJA).

In 2018-2023, President of the Board of the Polish Rural Youth Association, coordinating educational and vocational projects addressed to young people from rural areas.

Coordinator and expert in EU affairs. In 2021-23, member of the Civil Dialogue Group – expert in civil dialogue groups at the European Commission’s Directorate-General for Agriculture and Rural Development in the field of international aspects of agriculture, greening and direct payments.

Member of the Polish People’s Party, where he serves as Secretary of the Supreme Council.

Volunteer firefighter, Deputy President of the Main Board of the Association of Volunteer Fire Brigades of the Republic of Poland, involved in preserving the memory of the activities of the Peasant Battalions, as part of cooperation with the National Association of Soldiers of Peasant Battalions and the Museum of the History of the Polish Peasant Movement.
