Competences

1. defines the tasks to be executed and supervises their execution in matters covered by the scope of activities of the Education and Social Policy Department, Technical Assistance Department, Strategy and Development Department and Knowledge Transfer and Social Affair Department, in particular concerning:

  • agricultural education,
  • Integrated Qualification System,
  • support within the framework of financial instruments of the Rural Development Programme 2014–2020 and the Managing Authority for the Strategic Plan for the Common Agricultural Policy 2023–2027,
  • technical assistance under the Rural Development Programme 2014–2020, “Fisheries and Sea” Operational Programme for the years 2014–2020, Strategic Plan for the Common Agricultural Policy for the years 2023–2027 and the European Funds for Fisheries programme for the years 2021–2027,
  • coordination of the preparation and monitoring of national development strategies,
  • coordination of work on the implementation, updating and monitoring of the National Recovery and Resilience Plan,
  • coordination of the Ministry’s participation in the preparation and implementation of the programmes implementing the Partnership Agreement 2021–2027,
  • analysis of the impact of European Union policies and national policies on the implementation of the 2030 Strategy for Sustainable Development of Rural Areas, Agriculture and Fisheries,
  • bioeconomy,
  • innovation, digitalisation and knowledge transfer in the fields of agriculture, rural development, agricultural markets and fisheries,
  • research and scientific cooperation,
  • agricultural advisory services,
  • social security of farmers,
  • social and professional activation of rural residents,
  • entrepreneurship, labour market and occupational health and safety in agriculture,
  • protection of rural cultural heritage,
  • development of rural tourism, agritourism and ecotourism;

2. supervises the activities of:

  • Agricultural Advisory Centre in Brwinów,
  • research institutes,
  • Wincenty Witos Institute,
  • Agricultural Social Security Fund,
  • National Centre for Agricultural Education,
  • National Institute of Culture and Rural Heritage,
  • schools and agricultural institutions,
  • voivodeship agricultural advisory centres.

Biography

Born on 2 March 1990 in Pajęczno in the Łódzkie Voivodeship.

Social and agricultural activist, graduate of the Main School of Fire Service in Warsaw, the Institute of Agricultural and Food Economics in Warsaw, and the international exchange programme of Texas A&M University, USA.

In 2021-2023, Deputy President of the European Council of Young Farmers (CEJA).

In 2018-2023, President of the Board of the Polish Rural Youth Association, coordinating educational and vocational projects addressed to young people from rural areas.

Coordinator and expert in EU affairs. In 2021-23, member of the Civil Dialogue Group – expert in civil dialogue groups at the European Commission’s Directorate-General for Agriculture and Rural Development in the field of international aspects of agriculture, greening and direct payments.

Member of the Polish People’s Party, where he serves as Secretary of the Supreme Council.

Volunteer firefighter, Deputy President of the Main Board of the Association of Volunteer Fire Brigades of the Republic of Poland, involved in preserving the memory of the activities of the Peasant Battalions, as part of cooperation with the National Association of Soldiers of Peasant Battalions and the Museum of the History of the Polish Peasant Movement.
