Declaration on the accessibility of the website of the Ministry of Agriculture and Rural Development

The Ministry of Agriculture and Rural Development (Ministry) ensures the accessibility of its website in accordance with the provisions of the Act of April 4, 2019 on digital accessibility of websites and mobile applications of public entities. The declaration on accessibility applies to the website of the Ministry of Agriculture and Rural Development.

The website is partially compliant with the Act of April 4, 2019 on digital accessibility of websites and mobile applications of public entities due to the following inconsistencies or exclusions:

  1. situations may occur when, despite the efforts of the editors of the website, some documents published on the website are not available due to the fact that:
    • they originate from a variety of sources,
    • they were published on the basis of rules adopted in another institution,
    • they were published before the entry into force of the Act on digital accessibility,
  2. some videos published on the website may also lack subtitles or other required elements due to the fact that they were published also before the entry into force of the Act on digital accessibility,
  3. due to system limitations, editors do not use the lang tag on this website,
  4. it is not possible for the website to change the spacing between lines, paragraphs, words and letters.

Requests for the provision of inaccessible information and complaints about the lack of accessibility can be made through the same channels.

Everyone has the right to request the provision of digital accessibility of a website, mobile application or any element thereof. It may also be requested that the information be made available through an alternative means of access, e.g. by reading of a digitally inaccessible document, describing the content of a video without an audio description, etc.

The request should include:

  1. data of the person submitting the request,
  2. indication of the website or mobile application concerned; and
  3. method of contact.

If the person requesting the information wishes to obtain it through an alternative means of access, they should also specify the method of information provision convenient for them.

The Ministry will comply with the request immediately, but no later than within 7 days after the request. If it is not possible to meet this deadline, it shall immediately inform the person submitting the request and indicate the deadline for the fulfilment of the request, whereby this deadline may not be longer than 2 months after the date of the request.

If digital accessibility is not possible, the Ministry will propose an alternative means of accessing the information.

Where the Ministry refuses to comply with a request to provide accessibility or an alternative means of accessing information, the person submitting the request may file a complaint about the provision of digital accessibility to a website, mobile application or any element thereof.

Once all possibilities have been exhausted, a complaint can also be sent to the Ombudsman.

Architectural accessibility

Ministry of Agriculture and Rural Development, ul. Wspólna 30, 00-930 Warsaw

The main entrance to the seat of the Ministry of Agriculture and Rural Development is situated on the side of 30 Wspólna Street. There is also an entrance to the building on the side of Żurawia Street, intended for employees. The building can be accessed by the disabled in wheelchairs from both streets, i.e. Wspólna and Żurawia Streets.

From Żurawia Street a platform is installed by the stairs to the entrance, and on the stairs from Wspólna Street a ramp is installed.  Inside the building, on the ground floor, the three-step stairs are equipped with stairlift platforms, which enable a disabled person in a wheelchair to move up to the higher storeys on their own.

In the building on the side of Wspólna Street, there is a customer service point - a registry office, whose task is to assist all people from outside to handle the reported matters efficiently.

Entrances on the side of Wspólna and Żurawia Streets are guarded by security staff and covered by an access control system (entrance gates) and video monitoring.

A car park is located in front of the building on the side of Żurawia Street. Two places designated for the disabled are provided in the car park and two such places are also designated in the driveway on the side of Wspólna Street.

The inner courtyard can be entered from Wspólna Street.

Internal staircases and elevators provide access to all stories of the building.

The building features two elevators which are accessible to the disabled, the elevator control panel is described in Braille. The elevators are equipped with devices informing about door opening/closing, elevator position and sound signalling. The buttons are placed at a height that allows access for a person in a wheelchair. The stories in the building are marked.

Corridors ensure full horizontal circulation in the building, excluding access controlled areas. The floors are covered with an anti-slip lining with the use of a contrasting strip and colours distinguishing the pedestrian traffic route, on the stair steps anti-slip tapes are installed, marking the end and the beginning of their run. There are no floor thresholds in the facility.
