Competences

1. exercises direct supervision over the Minister’s Political Cabinet;

2. establishes the tasks to be performed and supervises their performance on the matters covered by the scope of operation of the Department of Communication and Promotion, Law Department and Minister’s Office, including in particular in the area of:

  • coordination of informational, communication and promotional activities,
  • informing the public about the Minister’s activities as well as informing the Ministry Management on the public perception of the policy pursued by the Minister,
  • legal and legislative service of the Ministry,
  • Minister’s duties towards the public authorities and governmental administration;

3. establishes the tasks to be performed and supervises their performance on the matters covered by the scope of operation of the Food Safety and Veterinary Department in the area of supervision over the activities of the Polish Jockey Club;

4. establishes the tasks to be performed and supervises their performance on the matters covered by the scope of operation of the Innovation, Digital Affairs and Knowledge Transfer Department in the area of supervision over the activities of research institutes;

5. establishes the tasks to be performed and supervises their performance on the matters covered by the scope of operation of the Land and Rural Infrastructure Department in the area of supervision over:

  • the activities of research institutes in the scope of execution of their rights related to stocks and shares in capital companies,
  • the National Support Centre for Agriculture;

6. establishes the tasks to be performed and supervises their performance on the matters covered by the scope of operation of the Education and Social Policy Department in the area of supervision over the activities of the National Institute of Rural Culture and Heritage;

7. grants consent for execution of a legal action in the area of property disposal, provided that the legal provisions stipulate the obligation to obtain such consent, in particular grants consent for execution of a legal action by a state legal person in the cases and in the scope laid down by the Act of 16 December 2016 on the principles of state property management (Journal of Laws of 2023, item 973, as amended);

8. performs the tasks of the head of organisational unit:

  • in the meaning of the Act of 5 August 2010 on the protection of classified information (Journal of Laws of 2023, item 756, as amended), to whom the Plenipotentiary for the Protection of Classified Information is directly subordinate,
  • in the meaning of the Act of 27 August 2009 on public finance (Journal of Laws of 2023, item 1270, as amended), to whom the internal auditor heading the Audit Team in the Control and Audit Department is directly subordinate;

9. performs the controller’s tasks in the meaning of the Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation) (OJ EU L 119 of 04.05.2016, p. 1, as amended), to whom the Data Protection Officer is directly subordinate;

10. supervises the activities of:

  • the research institutes,
  • the National Support Centre for Agriculture,
  • the National Institute of Rural Culture and Heritage,
  • the Polish Jockey Club.

Biography

Doctor of Agricultural Economics, university professor, author of numerous academic papers and popular science articles, associated with the Warsaw University of Life Sciences. As Director of the FAPA Foundation of Assistance Programmes for Agriculture (1993-1998) he made a major contribution to the preparations for integrating the Polish rural areas and the agricultural sector with the European Union.

In 1997–2004, he was a member of the Sejm of the Republic of Poland.

During that time, he served as the

  • Secretary of State at the Ministry of Agriculture and Rural Development (2001-2003);
  • Government Plenipotentiary for Preparing the Polish Agricultural Sector for European Union Integration.

In 2004–2019, he was a Member of the European Parliament. During that time, he chaired the European Parliament's Committee on Agriculture and Rural Development (AGRI, 2014–2019), after serving as its Deputy Chairman in 2009–2014.

  • Member of the Sejm of the Republic of Poland in its 9th term of office, Member of the Committee on Public Finance and the Committee on Foreign Affairs;
  • Member of the Sejm of the Republic of Poland in the current, 10th term of office.

Founder and head of the Maciej Rataj Political Institute – a think tank affiliated with the Polish People's Party.

  • Chairman of the Advisory Board of the Chief Executive Committee of the Polish People’s Party;
  • Deputy Chairman of the Polish People’s Party Supreme Council.

Born in the village of Pieczonogi in the municipality of Oleśnica in Świętokrzyskie voivodeship. He is married with a daughter and three grandchildren. His family boasts patriotic traditions – he is the son of a "Wici" Rural Youth Union activist and a soldier of the Peasant Battalions, who was active in people's movement bodies, cooperatives and local government.
