EU Ministers of Agriculture on the future of agriculture and the food market. Poland stresses the importance of CAP financing and a level playing field in trade

The assessment of the first year of implementing the "Vision for Agriculture and Food” and agricultural trade issues are the major topics of the AGRIFISH Council meeting in Brussels. Poland points to the need to maintain the financing of the Common Agricultural Policy that is adequate to the needs and to ensure a level playing field.
– We notice progress in achieving the Vision’s objectives, however, this progress is uneven and requires further alignment. The farmer must remain at the heart of the policy and the Common Agricultural Policy should maintain strong financing – stresses Minister Stefan Krajewski.
Assessment of the “Vision” and the direction of the CAP changes
After one year of implementing the “Vision”, the Member States point to the need to implement further initiatives and the level of their financing. Without additional funds, some solutions will not be possible to implement.
– Environmental transition should be realistic and properly financed. We see a positive direction in departing from the system of obligations to the system of incentives but its effectiveness depends on the available funds – emphasises Minister Stefan Krajewski.
Farmers still have a limited impact on the prices in the supply chain. – Three issues are critical: strong CAP financing, real empowering of farmers and a level playing field on the market – indicates the Minister.
Cost pressure and market situation
The costs of production are rising faster than the purchase prices. In many farms, this means a decrease in profitability despite the continuation of production.
– Another week of war brings a rise in the prices of fuel and fertilisers. The prices of diesel oil exceed the limits of profitability and, at the same time, the purchase prices of many products, including cereals, are falling. For example, the prices of potatoes fell by more than 70% year on year – highlights Minister Stefan Krajewski.
More and more important are mechanisms to stabilise the market and reduce import pressure.
Trade and a level playing field
The topics also include trade agreements, including concluded negotiations with Australia and the Mercosur agreement, as well as differences in production standards.
– Trade policy must be based on the principle of reciprocity. Imported products should meet the same standards as in the EU – stresses Stefan Krajewski.
Without such an approach, Union producers have no level playing field.
Fisheries and energy transition
Changes also include fisheries and aquaculture, where the rising prices of energy and investment reduce the pace of modernisation.
– Energy transition is essential for the future of the sector but it must be based on solutions that are available and do not impose any excessive burden on fishermen – points out Minister Stefan Krajewski.
Without simplification of the legislation and stable financing, investments will be postponed.
– It is impossible to carry out a transition without the appropriate funds. What is needed, is the transparent and stable financing and support for the modernisation of the fleet and infrastructure – emphasizes Minister Stefan Krajewski.
Stability of support and demands of Poland
– The current legislation may lead to sudden changes in the level of support during one year. Therefore, legislative solutions are necessary to secure funds in the appropriate amount for direct payments in the 2027 campaign – highlights Minister Stefan Krajewski.
The topics raised by the Ministers also included transitional provisions for sectoral interventions and measures to stabilise selected agricultural markets.
