Competences

1. establishes the tasks to be performed and supervises their performance on the matters covered by the scope of operation of the Food Safety and Veterinary Department (excluding the tasks in the field of supervision over the activities of the Polish Jockey Club), Land and Rural Infrastructure Department (excluding the tasks in the field of supervision over the activities of the research institutes in the scope of execution of their rights related to stocks and shares in capital companies and supervision over the National Support Centre for Agriculture) and the Fisheries Department, including in particular:

  • veterinary protection of public health,
  • animal health protection,
  • quality and hygiene of feedstuffs,
  • protection of animals and livestock farming,
  • land management,
  • supporting the agrarian structure changes and recovery of agricultural properties,
  • protection of agricultural lands, including the allocation of agricultural lands for non-agricultural purposes,
  • spatial planning, agricultural surveying and land classification,
  • technical production means for agriculture,
  • development of rural technical infrastructure,
  • water resources management,
  • bioeconomy,
  • participation in the Common Fisheries Policy,
  • development of sea fishing, inland fisheries, aquaculture and the fish market,
  • coordination of the execution of tasks of the Managing Authority of the Operational Programme “Sustainable development of fisheries and coastal fishing areas for 2007‒2013”, Operational Programme “Fisheries and Sea” for 2014–2020 and the European Funds for Fisheries for 2021‒2027 programme;

2. supervises the activities of:

  • Main Sea Fisheries Inspectorate,
  • the Veterinary Inspection,
  • National Animal Breeding Centre.

Biography

Graduate of the Technical School of Agricultural Mechanisation in Chełm and the Institute of Political Science at the Maria Curie-Skłodowska University in Lublin. Member of the National Board of the New Left.

Professional experience

From 18 December 2023 – Secretary of State at the Ministry of Agriculture and Rural Development

Member of the Sejm of the 7th, 9th and 10th terms. In the Sejm of the 9th term, member of the Agriculture and Rural Development Committee, European Union Affairs Committee and the Committee on Liaison with Poles Abroad

2006-2011 – member of the Regional Parliament of the Lublin Voivodeship, serving as its Chairperson in 2007-2010  

2002-2006 – councillor of the City of Lublin

From 1991 – director of the Chancellery of the Regional Parliament, and then chief specialist in the Department of EU Projects Coordination and the Department of Health at the Marshal’s Office in Lublin

In the 1990s – primary school teacher
