Competences

1. defines the tasks to be executed and supervises their execution in matters covered by the scope of activities of the Food Safety and Veterinary Department, Land and Rural Infrastructure Department, with the exception of the tasks referred to in § 4(3), Fisheries Department and International Cooperation Department, in particular concerning:

  • veterinary public health protection,
  • animal health protection,
  • quality and hygiene of feedstuffs,
  • animal protection and livestock farming,
  • land management,
  • supporting changes in the agrarian structure and revindication of agricultural real estate,
  • protection of agricultural land, including the allocation of agricultural land for non-agricultural purposes,
  • spatial planning, agricultural land surveying and land classification,
  • technical inputs for agriculture,
  • shaping the rural technical infrastructure,
  • water resources management,
  • participation in the Common Fisheries Policy,
  • development of sea fishing, inland fishing, aquaculture and the fish market,
  • coordination of executing the tasks of the Managing Authority for the “Sustainable Development of the Fisheries sector and Coastal Fisheries areas 2007–2013” Operational Programme, “Fisheries and Sea” Operational Programme for the years 2014–2020 and the European Funds for Fisheries programme for the years 2021–2027,
  • participation in the Common Agricultural Policy,
  • participation in the work of the European Union bodies and within the framework of the Organisation for Economic Cooperation and Development (OECD), the Food and Agriculture Organisation of the United Nations (FAO), the World Trade Organisation (WTO) and other international organisations,
  • bilateral and multilateral cooperation with foreign countries;

2. supervises the activities of:

  • Chief Inspectorate of Sea Fisheries,
  • Veterinary Inspection,
  • National Animal Breeding Centre,
  • Polish Horse Racing Club.

 

Biography

Graduate of the Technical School of Agricultural Mechanisation in Chełm and the Institute of Political Science at the Maria Curie-Skłodowska University in Lublin. Member of the National Board of the New Left.

Professional experience

From 18 December 2023 – Secretary of State at the Ministry of Agriculture and Rural Development

Member of the Sejm of the 7th, 9th and 10th terms. In the Sejm of the 9th term, member of the Agriculture and Rural Development Committee, European Union Affairs Committee and the Committee on Liaison with Poles Abroad

2006-2011 – member of the Regional Parliament of the Lublin Voivodeship, serving as its Chairperson in 2007-2010  

2002-2006 – councillor of the City of Lublin

From 1991 – director of the Chancellery of the Regional Parliament, and then chief specialist in the Department of EU Projects Coordination and the Department of Health at the Marshal’s Office in Lublin

In the 1990s – primary school teacher
