Competences

1. ensures the functioning of the Ministry, conditions for its operation, organisation of work and pursues the Ministry’s personnel policy, on the basis and within the scope specified by the Act of 21 November 2008 on civil service (Journal of Laws of 2024, item 409 and 2025, item 620);

2. directly supervises organisational units of the Ministry within the framework of the proper executions of the tasks specified by the Minister;

3. executes the tasks of the third-level administrator of the budget parts 32 – Agriculture, 33 – Rural Development, 35 – Agricultural Markets and 62 – Fisheries;

4. defines the tasks to be executed and supervises their execution in matters covered by the scope of activities of the Security Department, Control and Audit Department, Administrative and Finance Office and the Office of the Director-General, in particular concerning:

  • crisis management, civil defence and conducting non-military defence preparations within the framework of the general defence obligation of the Republic of Poland,
  • functioning of the information security management system,
  • ensuring compliance with the provisions on the protection of classified information and on the protection of personal data,
  • carrying out checks,
  • complaints, requests and petitions,
  • internal audit,
  • financial and budgetary matters at the Ministry within the scope of the third-level administrator of the budget parts 32 – Agriculture, 33 – Rural Development, 35 – Agricultural Markets and 62 – Fisheries,
  • administrative matters and technical services at the Ministry,
  • fire protection and occupational health and safety,
  • administration of the ICT network,
  • award of public contracts,
  • management of human resources,
  • organisation of the Ministry,
  • functioning of the management control system at the Ministry.

Biography


Graduate of the Faculty of Forestry at the Warsaw University of Life Sciences, PhD in agricultural sciences in the field of agronomy. An experienced government administration employee, associated with the Ministry of Agriculture and Rural Development since 2008. He has held, among others, the following positions:
•    Chief Specialist in the Department of Innovation, Digital Affairs and Knowledge Transfer,
•    Deputy Director of the Department of Agricultural Advisory Services, Education and Science,
•    Deputy Director of the Department of Strategy, Analysis and Development,
•    Director of the Department of Organic Farming and Food Quality.
Author and co-author of scientific publications in the fields of agrotechnics and rapeseed physiology, the biofuels market, and organic farming. Chairman of the organising committees responsible for preparing and conducting the 1st and 2nd Agricultural Science Congresses
‘Science – Practice’.
In 2010–2016, representative of the Ministry of Agriculture and Rural Development in the Council of the National Centre for Research and Development (NCBiR), where he served as Editor-in-Chief of the strategic programme for scientific research and development work BIOSTRATEG. In 2015–2016, Director of the Michał Oczapowski Central Agricultural Library in Warsaw.
Long-standing member of the scientific councils of research institutes supervised by the Ministry of Agriculture and Rural Development and of the Agricultural Advisory Centre in Brwinów.
Married and father of two sons. Interested in organic farming, beekeeping, and nature photography.
