Competences

1. establishes the tasks to be performed and supervises their performance on the matters covered by the scope of operation of the Plant Breeding and Protection Department Education and Social Policy Department (excluding the tasks in the field of agricultural education and supervision over the activities of the: National Institute of Rural Culture and Heritage, National Centre of Agricultural Education, agricultural schools and facilities) and the Agricultural Markets and Energy Transformation of Rural Areas Department, including in particular:

  • plant breeding and seed production,
  • fertilisation and the assessment of its environmental impact,
  • protection of gene resources,
  • genetically modified plants in the field of supervision over the cultivation and registration, use and marketing of seed material of genetically modified varieties,
  • registration of plant protection products,
  • phytosanitary surveillance and plant protection,
  • registration of fertilisers and plant cultivation aids;
  • social security of the farmers,
  • social and professional activation of rural residents,
  • entrepreneurship, labour market as well as occupational health and safety in agriculture,
  • protection of rural cultural heritage,
  • cooperation with the trade unions, socio-occupational organisations of the farmers and agricultural self-government,
  • development of rural tourism, agro-tourism and ecotourism
  • execution of tasks and activities stipulated in the Act of 8 November 2018 on the farmers’ wives associations (Journal of Laws of 2023, item 1179),
  • regulation of the agricultural markets under the Common Agricultural Policy and of the potatoes, spirits, aromatised wine products, fermented wine beverages and beer markets,
  • agricultural co-operatives, agricultural producer groups and their associations, producer organisations and their associations, inter-branch and international organisations,
  • agri-food processing,
  • operation of the agri-food product supply chain,
  • agricultural statistics and agricultural market research,
  • use of renewable energy sources;

2. supervises the activities of:

  • the Research Centre for Cultivar Testing,
  • the Agricultural Social Insurance Fund,
  • the National Agrochemical Station,
  • the Plant Health and Seed Inspection Service.
