Competences

1. directly supervises the Minister’s Political Cabinet;

2. defines the tasks to be executed and supervises their execution in matters covered by the scope of activities of the Budget Department, Direct Payments Department, Department of Promotion, Common Agricultural Policy Department, Communication Office, Minister’s Office and Independent Position for the Coordination of Agricultural Policy, in particular concerning:

  • planning and disposal of financial resources in the state budget parts 32 – Agriculture, 33 – Rural development, 35 – Agricultural markets and 62 – Fisheries as well as the funds from the European Union funds allocated for the development of agriculture, rural areas, agricultural markets and fisheries,

  • financing of farms,

  • public aid in agriculture and fisheries,

  • tax system in agriculture and agricultural accounting,

  • payments under the direct support scheme,

  • conditionality standards and requirements as well as interventions under the Strategic Plan for the Common Agricultural Policy 2023–2027,

  • impact of climate change on the agricultural sector,

  • coordination of environmental issues in rural areas,

  • promotional, information and educational activities,

  • reforms of the Common Agricultural Policy,

  • rural development,

  • coordination of executing the tasks of the Managing Authority for the Rural Development Programme 2014–2020 and the Managing Authority for the Strategic Plan for the Common Agricultural Policy 2023–2027,

  • multiannual financial framework,

  • informing the public about the Minister’s activities, as well as informing the Management of the Ministry about the social perception of the policy pursued by the Minister,

  • Minister’s obligations toward public authorities and government administration,

  • cooperation with trade unions, farmers’ socio-professional organisations and agricultural self-government;

3. defines the tasks to be performed and supervises their execution in matters covered by the scope of the Land and Rural Infrastructure Department in the field of supervision over:

  • activities of research institutes in the scope of exercising their rights in respect of their shares and stocks held in capital companies,

  • National Support Centre for Agriculture;

4. grants consent to perform a legal act within the scope of property management, if the legislation requires obtaining such consent, in particular grants consent to perform a legal act by a state legal person in the cases and within the scope specified in the provisions of the Act of 16 December 2016 on the principles of state property management (Journal of Laws of 2024, items 125, 834, 1823, 1897 and 1940);

5. executes the tasks of the head of the organisational unit:

  • within the meaning of the Act of 5 August 2010 on the protection of classified information (Journal of Laws of 2025, item 1209), to whom the representative for the protection of classified information reports directly,

  • within the meaning of the Act of 27 August 2009 on public finance (Journal of Laws of 2024, items 1530, 1572, 1717, 1756 and 1907 and of 2025 items 39 and 1180), to whom the internal auditor being the head the Internal Audit Team at the Control and Audit Department reports directly;

6. executes the tasks of a controller within the meaning of Regulation of the European Parliament and of the Council (EU) 2016/679 of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation) (OJ EU L 119, 04.05.2016, p. 1, as amended), to whom the Data Protection Officer reports directly;

7. supervises the activities of:

  • Agency for Restructuring and Modernisation of Agriculture,

  • National Support Centre for Agriculture;

8. is responsible for cooperation with the Council for Agriculture and Rural Areas at the President of the Republic of Poland.

 

Biography

Graduate of the Faculty of Journalism and Political Science at the University of Warsaw, postgraduate EU Common Agricultural Policy studies at the University of Warmia and Mazury in Olsztyn, and postgraduate MBA studies. Active member of the Polish People’s Party.

Professional experience

From 18.12.2023 - 24.07.2025 - Secretary of State at the Ministry of Agriculture and Rural Development;

From 2019       - Member of the Sejm of the 9th and 10th terms;

2015 – 2018    - member of the Board of the Podlaskie Voivodeship;

2010 – 2014    - councillor of the Zambrów Poviat;

2011 – 2015    - director of the Podlasie Regional Branch of the Agency for Restructuring and Modernisation of Agriculture (ARiMR);

From 2004      - work at the ARiMR Poviat Office in Zambrów, in 2008 – 2011, as the head of the ARiMR Poviat Office in Zambrów.
