Issues of quarantine and phytosanitary procedures – audit for highbush blueberry and commencement of the procedure for Polish cereals.

Talks between the Secretary of State Małgorzata Gromadzka and the Director of the Indonesian Quarantine Agency (IQA) Sahat M. Panggabean concerned mainly technical aspects of market access. The parties confirmed their readiness to conduct an audit of highbush blueberries on 20-24 July 2026 in Poland in two voivodeships: Lubelskie and Łódzkie. After conducting an audit for highbush blueberries, it will be possible to commence the process of access to the Indonesian market for Polish cereals.

The Polish party requested an increase in the quota of Polish apples. The market for these fruit has been open since 2023.

Opening of the market for Polish food

During the meeting with the Deputy Coordinating Minister for Food Affordability and Security Nani Hendiarti, Secretary of State Małgorzata Gromadzka stressed that it was important for the Polish party to support the fixing of new dates for audits necessary to open the market for beef and to simplify the conditions of exporting milk and dairy products. Currently, as many as 20 Polish plants have the right to export their products to the Indonesian market.

– For Poland, Indonesia is a key partner in the region and Polish food may become an important element in building Indonesian food security – highlighted Deputy Minister Gromadzka.

The Secretary of State also pointed to the readiness of Polish exporters to support the Indonesian Free Meals Program, which covers about 82 million beneficiaries in connection with the strong demand of the Indonesian party for products such as: vegetables, fruit and cereals.

Talks between the Secretary of State Małgorzata Gromadzka, Deputy Minister of Agriculture Sudaryono and Director General Dr Agung Suganda focused on specific access procedures and technical aspects of agricultural cooperation. Deputy Minister Gromadzka requested Indonesia to recognise regionalisation for avian influenza (HPAI). – It would open the way to export Polish poultry – pointed out the Deputy Minister.

The Secretary of State also declared the readiness of the National Support Centre for Agriculture (KOWR) to support trade by organising economic missions and direct B2B meetings for entrepreneurs from Poland and Indonesia.

Scientific and institutional cooperation

An important part of Deputy Minister Małgorzata Gromadzka’s meetings was to discuss cooperation between Polish and Indonesian research institutes. The Secretary of State stressed the existing successes in joint studies on water management and offered Polish experience in the field of inland aquaculture and modern methods of estimating fish stocks, as well as expert support from the Agency for Restructuring and Modernisation of Agriculture (ARMA) under the TAIEX and Twinning programmes related to the digitisation of agriculture and fund management.

The participants in all today’s meetings unanimously emphasised the need to continue the talks at the expert level in dedicated working groups.

Polish-Indonesian trade

Trade in agri-food products with Indonesia is characterised by a negative trade balance, which in 2025 amounted (according to preliminary data) to EUR -70.6 million. In 2025, the export from Poland to Indonesia amounted to EUR 34.1 million, which constitutes an increase by about 8% when compared to the previous year. Our major export products are: whey, malt extract, flour-based food products as well as milk and cream. From Indonesia, we import mainly coffee, plant-based products and nuts.

Poland sees great potential in expanding its product range to include beef, wheat, fish and fish products, to which markets are currently closed, due to ongoing audit and phytosanitary procedures. It is worth adding that Indonesia is one of the largest importers of wheat in the world, which means a huge opportunity for Polish producers.
