Committee for European Affairs

Competence

The Committee for European Affairs (CEA) is a central body in the European policy coordination scheme. The Committee coordinates European policy matters on the authority of the Council of Ministers.
As for its legal basis, the Committee operates pursuant to the Act of 27 August 2009 on the Committee for European Affairs.

Key tasks:

1.    to examine and decide on the matters of:

a.    positions on the European Union documents subject to consultation with member states and their assessments by the competent institutions or other bodies of the European Union,
b.    preparing government authorities to perform the tasks implied by the Republic of Poland’s membership of the European Union,
c.    informing the general public on the European integration processes and on the Republic of Poland’s membership of the European Union,
d.    instructions for, and reports from, the meetings of the Council and the Permanent Representatives Committee (Coreper) as well as information on the positions for the meetings of the European Council and feedback on the outcome of these meetings,
e.    draft initiatives and positions on the matters of the European Union’s functioning and policies,
f.    guidelines for the Republic of Poland’s positions in the proceedings before the European Union’s judicial bodies and in the proceedings carried out by European Union institutions in the cases of the Republic of Poland violating European Union law,
g.    information on the Republic of Poland using financial support mechanisms of the European Union and the member states of the European Free Trade Association (EFTA),
h.    documents related to coordinating the implementation of European Union law into the Polish legal system,
i.    cooperation between the Council of Ministers and the President of the Republic of Poland, the Sejm, and the Senate in the matters of the Republic of Poland’s membership of the European Union as otherwise regulated by law;
 

2.    to align draft government documents containing:

a.    positions of the Republic of Poland on draft international treaties establishing the European Communities and the European Union or setting the rules of their functioning,
b.    positions of the Republic of Poland presented to the European Council,
c.    complaints lodged with the judicial bodies of the European Union on behalf of the Republic of Poland,
d.    the Republic of Poland’s strategy for its actions within the European Union.

Composition

The Committee for European Affairs is composed of:

  • the President—the minister competent for the matters of the Republic of Poland’s membership of the European Union or their appointed secretary of state or undersecretary of state in charge of the European affairs in that minister’s office.
  • Members:
    - the Members of the Council of Ministers represented by a secretary of state or undersecretary of state,
    - the Head of the Chancellery of the Prime Minister of their appointed secretary of state or undersecretary of state in the Chancellery of the Prime Minister,
    - the President of the General Counsel to the Republic of Poland or their appointed Deputy President of the General Counsel to the Republic of Poland.

When present, the Prime Minister chairs the Committee meeting. Representatives of other institutions may also be invited to take part in the meetings.
