Public diplomacy
Public and cultural diplomacy plays a vital role, alongside traditional diplomacy, in building a country's influence abroad. Its activities focus on foreign institutions, organisations, and societies. These are strategic, coordination, and executive activities aimed at shaping public attitudes and public opinion abroad to foster understanding and support for Poland's raison d'état and foreign policy.
The conscious and coordinated use of soft power mechanisms in public and cultural diplomacy—such as promoting Poland’s culture, science, language, education, sport, tourism, economy, and innovative achievements—makes it possible to build a specific, pre-designed, positive image of Poland abroad and good relations with other countries.
The goal of the cultural diplomacy pursued by the MFA and its foreign missions is to increase Poland’s visibility, build its image and reputation abroad, maintain the right momentum in bilateral relations, and strengthen its global presence, also through participation in multilateral cooperation formats. Cultural diplomacy differs from pure promotion in that it also aims to build mutual trust and understanding, leading to dialogue and cooperation to uphold the values and goals of Poland’s foreign policy.
Cultural diplomacy is thus an essential complement to the traditional diplomacy, strengthening Poland’s global presence through culture, ideas, and common values.
The MFA Department of Promotion and Cultural Diplomacy along with 25 Polish Institutes and more than 160 missions worldwide is responsible for shaping Poland’s cultural diplomacy, including the planning and implementation of activities in the area of cultural diplomacy and the promotion of Poland.
