A chance to be active and independent. The government has adopted a draft bill on personal assistance.

The Council of Ministers has adopted a draft law on personal assistance for people with disabilities. This is an important step towards providing daily support to those who need it. A ground-breaking project supporting the activity and independence of thousands of people in Poland has been developed by the Ministry of Family, Labour and Social Policy.
The lack of systemic support in the form of personal assistance places a significant burden on families and carers of persons with disabilities, and limits their ability to live independently, including in their professional lives. With the support of assistants, these persons will be able to participate more fully in the labour market and social life, and engage in various activities. This is a huge change for the quality of their lives.
The draft law on personal assistance originates from the Ministry of Family, Labour and Social Policy, thanks to Łukasz Kason, the government's representative for persons with disabilities. It is a complex and innovative project – its assumptions set a new standard for the approach to independent living for persons with disabilities in Poland.
On 28 October 2025, the Council of Ministers adopted the draft.
Important support for over 100,000 people
According to the draft, people with disabilities will be able to count on professional support from assistants since April 2027. Approximately 100,000 people with disabilities will benefit from this, and the quality of life of up to half a million of their relatives will also improve indirectly.
What else does the draft bill provide for?
- more assistance hours than currently guaranteed – ultimately from 20 to 240 hours per month (up to 200 hours in the first year and up to 220 hours in the second year)
- support set for a maximum of three years (and no less than one year) – and not for part of a year, as is currently the case,
- freedom to choose the entity providing the assistance service (district, non-governmental organisation) and the assistant themselves,
- guarantee of high-quality services and their close alignment with needs, including the possibility of supporting a person in medical activities after specialist instruction.
The first applications for the right to assistance can be submitted from January 2027.
Professional support, decent remuneration
Working as a personal assistant is not just a support job – it is a responsible and demanding profession that allows people with disabilities to build their independence.
An assistant can help a person with simple activities such as hygiene, dressing or preparing meals, and – after specialised training – also with more complex tasks such as administering medication or catheterisation. The assistant is not a carer or therapist, but a partner in independent living. The most important principle here is that it is the user who decides what help he/she needs and when. Personal assistance is tailor-made support aimed at enabling the person to be more active and independent, e.g. at work, at university, during cultural events or meetings with friends.
The work of a personal assistant requires e.g., a very high level of availability, which is why competitive remuneration, which can exceed even PLN 8,000 gross per month, is an important part of the proposed solutions. This will ensure that the best candidates will enter the profession and that people with disabilities will have a real chance to choose who will support them.
The labour market is waiting for new candidates
The Act on Personal Assistance is not only about social support, but is also a powerful stimulus for the economy. It will give many people with disabilities a real opportunity to enter the labour market.
It is also an opportunity for their loved ones, who until now have often limited their activities or given up work altogether.
