Act on the Profession of Psychologist signed by the President

The new Act on the Profession of Psychologist and the Professional Self-Government of Psychologists brings order to the market for psychological services, and provides greater protection for both those providing and those receiving support. On 12 February 2026, the President of Poland signed the Act.
The draft of the new legislation was developed at the Ministry of Family, Labour and Social Policy in collaboration with the psychology community and in response to demands that have been emerging for years.
The aim of the Act on the Profession of Psychologist and the Professional Self-Government of Psychologists, signed by the President of the Republic of Poland, is to improve the quality of the services provided, to ensure the safety of those receiving support, and to look after the interests of female and male psychologists.
It will be illegal, among other things, to pass oneself off as a psychologist without the relevant qualifications and therefore without a licence to practise. This will ensure that the person seeking support knows whether the person concerned is qualified and able to offer specialist care.
Who will be able to practise as a psychologist?
The Act provides that the right to practise as a psychologist will be granted to persons who have completed a first and second degree or a single master's degree in psychology.
Persons who have completed or commenced second-degree studies (also a single master's degree in health psychology) prior to the entry into force of the Act will also be able to join the Register of Psychologists.
It will also be possible for persons with relevant qualifications obtained in the European Union or with a diploma from other countries to obtain a licence to practise - however, knowledge of the Polish language will be necessary.
Professional self-government and register of psychologists
The Act provides for the establishment of a professional self-government of psychologists, which will:
- represent the professional community,
- ensure the proper exercise of the profession,
- conduct disciplinary proceedings,
- uphold ethics and professional development.
The activities of the self-government will be supervised by the minister responsible for labour.
What is the register of psychologists all about? The right to practise will be granted from the date of entry in the Register of Psychologists, maintained by the regional councils of psychologists. It will be possible to check the psychologist in the register (including their name, practice status).
A psychologist entering the profession after obtaining an entry in the Register will be required to work with an experienced psychologist supervisor. The obligation does not apply to persons with relevant work experience prior to the entry into force of the Act.
Greater protection for beneficiaries
What if the person receiving psychological support has concerns? Any person aggrieved by the actions of a psychologist will be able to submit a request to the disciplinary ombudsman. The self-regulatory body will conduct disciplinary proceedings and award penalties, including suspension or deprivation of the right to practise.
The psychologist will also be obliged to maintain professional confidentiality, keep psychological records and protect personal data.
