The Ukrainian citizen can receive free assistance from the district labour office or the voivodeship labour office, which includes support in finding a job, mainly through job placement and career counselling.

Labour market – aid for Ukrainian citizens

Assistance can be obtained by visiting the office directly or remotely by phone contact with the labour office or with the Zielona Linia hotline – phone 19524, but also reading the information about job seeking on the website of the Public Employment Services in the language version for Ukrainian citizens https://lang-psz.praca.gov.pl/uk/.

Step 1 – establishing contact with the labour office or Zielona Linia

Customer advisor

Without a need to register with the labour office, a Ukrainian citizen can call or go to the labour office, where the customer advisor (career counsellor or employment agent) will conduct an interview and will try to identify the customer’s situation (their qualifications, professional experience, job opportunities, job expectations, etc.) so as to provide further assistance.

Step 2 – Obtaining assistance in job seeking

Job placement

A Ukrainian citizen may access the central database of job offers on their own, without visiting the office, using a computer, telephone or other mobile devices with Internet access (http://oferty.praca.gov.pl). Job offers may also be searched using the dedicated e-Praca mobile app (Android and iOS). Approximately 70 thousand jobs are available in the database every day.

A Ukrainian citizen may also use assistance of the customer advisor, who, after analysing their qualifications, will search the central database of job offers and provide information on matching job offers (employer’s contact details).

Information on job seeking opportunities

A Ukrainian citizen may count on obtaining information on how to search for work on their own through free public job offer services (e.g. Pracuj.pl, Jobs.pl, etc.).

An employee of the office may also provide information on the possibility of obtaining assistance from other public institutions/foundations, etc. if such a request is made by a Ukrainian citizen.

Information on the rules of employing foreigners

An employee of the office may provide information on the rules of employing a foreigner, including the indication of the information available on the Internet in Ukrainian. The employee, having analysed the legal situation of a foreigner (their residence title, possible work permits, etc.), can advise on the best way to legalise the work and indicate in which offices the case should be handled and who should apply (whether a foreigner or an employer).

Career counselling

A Ukrainian citizen can also use the career counselling services provided by 340 district labour offices and career information and planning centres operating in 16 regional labour offices. This service is particularly important for those who need help in solving occupational problems. The assistance may be provided in the form of individual contact of an employee of the office with a person in need of assistance or by telephone or Internet connection.

A Ukrainian citizen may receive support in:

  • choosing the appropriate occupation 
  • retraining
  • taking up work
  • examining their professional skills, interests and talents
  • planning their career development.

In addition, career counsellors will assist in updating information about the situation in the labour market, inform about the rules of pursuing business activity, assist in writing application documents, provide information about other aid institutions, and provide information about a comprehensive offer of labour offices. During the meeting with the career counsellor, a Ukrainian citizen may also use psychological tests and tests to analyse interests and general talents, which are aimed at identifying the professional predispositions and potential.

Step 3 – Registration with the labour office as an unemployed person

The acquisition of the status of an unemployed person by a Ukrainian citizen will allow to apply to them the full catalogue of forms of assistance provided for in the Act on employment promotion and labour market institutions. This catalogue includes, inter alia:

  • vocational training,
  • co-financing for taking up economic activities,
  • reimbursement of employment (intervention works, public works, etc.),
  • reimbursement of travel and accommodation costs to and from the workplace,
  • reimbursement of the costs of care for children under 7 years or a dependent person, etc.
