1.5 years of implementation of the National Recovery and Resilience Plan

We have already signed more than 774,600 agreements for more than PLN 117 billion for investments in, among other things, thermal modernisation of buildings, road safety, new nursery places, broadband internet, modernisation of railway crossings and the support for SMEs in agriculture. This represents 44.5 per cent of the overall programme for Poland. This is the balance sheet of 1.5 years of investing money from the National Recovery and Reconstruction Plan (NRP) in the Polish economy.
The fact that there are so many of us here is a manifestation of the essence of the great project, such as the NRP. This is the result of the work of many ministries, but also local governments, entrepreneurs and NGOs. This is a plan that millions of people and thousands of entities implement and invest in Poland today

The meeting with the media was attended by: Jan Szyszko, Secretary of State at the Ministry of Development Funds and Regional Policy; Stanisław Bukowiec, Secretary of State at the Ministry of Infrastructure; Rafał Rosiński, Undersecretary of State at the Ministry of Digital Affairs; Mikołaj Dorożała, Undersecretary of State at the Ministry of Climate and Environment and Adam Nowak, Undersecretary of State at the Ministry of Agriculture and Rural Development.
The MDFRP continues to work intensively on the implementation of the National Recovery and Reconstruction Plan. Initially, the revision of the NRP was technical but it has become strategic. We have extended its scope to respond to new challenges. Poland was the first country in the EU to establish the Security and Defence Fund, which is becoming one of the key strategic tools - both for the development of the economy and the strengthening of the country's security. These are investments in industry, infrastructure and cyber security

One and a half years of implementing the NRP funds are behind us. This is a huge support for railway, public transport and road safety across the country. By carrying out investment in the framework of the NRP, we aim to rebuild and modernise the railway network, increase route capacity, train punctuality and passenger safety. We aim to improve the management of railway traffic, adapt the infrastructure to the needs of people with reduced mobility and improve the system of information for travellers at railway stations and stops

With funding from the National Recovery and Reconstruction Plan, we implement a digital revolution that improves people's daily lives. We are developing e-services, strengthening cyber-security, retrofitting schools and teaching how to use the new technologies. We are not building solutions for today - we are creating the foundations of digital Poland of tomorrow

The Ministry of Climate and Environment is responsible for 40 per cent of the NRP funds. These are funds for energy, low-carbon transport, Poland's energy transition. The largest component, the Energy Support Fund, is PLN 70 billion for the Polish energy sector, including the distribution and transmission infrastructure. PLN 13 billion is allocated for energy efficiency in our homes through the Clean Air Programme. We also invest in thermal-modernisation of schools so that they pay lower bills, but also in zero-emission buses in Polish cities and the NaszEauto programme, which enables Poles to raise up to PLN 40 thousand in subsidies for the purchase or lease of an electric car

I am pleased that in this period we are summing up today, the NRP funds for agriculture and food security have been significantly increased. Thank you, Minister, for the fact that, at a time when a wave of protests was sweeping across Poland, the budget for investment for farms and processors was increased by EUR 600 million. It is due to these funds that we have been able to grant funding under Agriculture 4.0 to more than 7000 farms which acquired modern equipment with a high level of funding

How do we invest the NRP?
The budget of the entire NRP for Poland is PLN 255 billion, which amounts to PLN 6788 per capita.
To date, we have already signed over 774.6 thousand agreements with beneficiaries for more than PLN 117 billion, which accounts for 44.5 per cent of the entire NRP. On a per capita basis, this amounts to PLN 3114.
From the grant part, the agreements amount to nearly PLN 66.5 billion (almost 60 per cent of the available funds) and from the loan part - to nearly PLN 50.7 billion (33.5 per cent of the allocation).
Effects of NRP implementation
7.5 thousand new places in crèches and children's clubs were created with NRP money. The target is to build 47.5 thousand of such places.
115 Sector Skills Centres have been established to develop the skills needed in the modern labour market (the target is 120).
The NRP funds were used to co-finance the insulation of homes. More than 166 thousand multifamily dwellings (target rate of more than 788 thousand) and more than 242 thousand single-family homes (target rate of 379 thousand) were thermally upgraded. 5866 low-cost rental dwellings have been contracted. The target rate is almost 8 thousand.
NRP money has supported road safety improvements. The construction of seven bypasses have been completed. Ultimately, there will be more than a dozen of such bypasses. 247 dangerous places were eliminated. The plan is to eliminate 305 such points.
Agreements have been signed for the delivery of 295 low- and zero-emission buses. The target rate is 1000 vehicles.
57 thousand households have gained access to high-speed internet. With co-financing from the NRP, 815 thousand of them will be connected.
341,271 vouchers for the purchase of laptops for teachers were issued.
The NRP funds have been earmarked for sustainable agriculture. More than 7.3 thousand farmers were granted support to subsidise the purchase of modern agriculture 4.0 machinery and equipment, and almost 52 thousand farms were given the opportunity to replace roofing made of asbestos-containing materials on buildings used for agricultural production - more than we had planned. We have also strengthened on-farm grain storage and warehousing capacity by subsidising the purchase of more than 15 thousand new silos with the total capacity of nearly 1.6 million m3.
We have signed agreements with 1600 SMEs and micro-enterprises in the HoReCa, cultural and tourism sectors. The target value is 2510 agreements.
We contracted PLN 1 billion 445 million for long-term care (97.5 per cent of the total subsidy), including PLN 5.2 billion for oncology. 83 agreements were signed, representing 85 per cent of the allocation.
We have already invested PLN 40 billion of PLN 70 billion in the energy transition. These is investment in upgrading of power grids, offshore wind farms on the Baltic Sea and service terminals.

Payments from the NRP
Poland has already received PLN 67 billion from the NRP - from three requests for payment and a further PLN 26.3 billion will be received in August (from the fourth and fifth request for payment).
We have negotiated a possibility of payments to beneficiaries also after August 2026 - the cut-off date of the NRP.
The highest payouts include:
- Clean Air received over PLN 6.6 billion
- Investments to diversify and shorten the supply chain of agricultural and food products and build the resilience of actors in the chain - payments for over PLN 1.8 million;
- Passenger rolling stock - payments for almost PLN 1.4 billion.
- Railways - almost PLN 1.2 billion. The aim of the investment is to improve the condition of the railway infrastructure to make it more reliable and to improve the operation of rail traffic, with a particular focus on lines with a significant share of freight transport.
- Investment in transport safety - over PLN 724 million. The aim of the investment is to increase road transport safety through the construction and modernisation of bypasses on national roads.
Looking ahead
Through negotiations, we were able to extend the possibility of finalising payments from the NRP. This means that we will also be able to pay beneficiaries after 31 August 2026.
Poland plans to carry out the third revision of the NRP in July 2025.
The 26.3 billion from the fourth and fifth request for payment is expected in August.
In the autumn of 2025, the fourth revision of the NRP and the submission of two further requests for payment will take place.
In April/May 2026 the eighth request for payment and in September 2026, the ninth request for payment from the NRP will be submitted.
