    Poland will be the largest beneficiary of the EU budget for 2028-2034. The European Commission has offered us more than 123 billion euro. In the Ministry of Development Funds and Regional Policy, work on the strategy for using this money has been launched. The new budget will be programmed on the basis of the National and Regional Partnership Plan (NRPP).

    The Steering Committee of the Security and Defence Fund has adopted investment priorities and the SDF regulations. It was the first meeting of the Committee following the entry into force of the Act of 4 December 2025 on special rules for the implementation of tasks related to investment in security and defence implemented in the framework of the National Recovery and Resilience Plan. The meeting opened by Minister Katarzyna Pełczyńska-Nałęcz was also attended by the Deputy Prime Ministers: Władysław Kosiniak-Kamysz and Krzysztof Gawkowski.

    In the European Funds for Digital Development (EFDD) programme, we are introducing a new priority "Strengthening of cyber security and development of resilient data processing infrastructure” to better protect Poland on the Internet. By doing so, we will strengthen the defence system against cyber attacks and increase the level of protection of Polish residents' data. We want to ensure that the digital services essential for administration, public safety and defence operate smoothly in crisis situations.

    We are proceeding according to the plan. The Minister of Development Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, signed the 6th and 7th request for payment under the National Recovery Plan. This will add PLN 29 billion to the Polish economy next year.

    We are launching a new initiative that will support municipalities in developing innovative housing policy tools such as Social Rental Agencies (SRA). Today, we signed an agreement with the National Property Resource (KZN) in partnership with the Institute for Urban and Regional Development (IRMiR) for the "Social Rental Development Centre” project. The project aims to encourage and prepare subsequent local authorities to establish SRAs in their area.

    We have already signed 933 thousand agreements for almost PLN 165 billion. This represents 68.8 per cent of the total programme allocated to our country. We invest the money, among others, in thermal modernisation of buildings and the replacement of inefficient heat sources, road safety, the modernisation of railway lines as well as new nursery places and broadband internet. This is the balance of two years of investments financed by the National Recovery Plan (NRP) which are driving the development of the Polish economy.

    Supporting Polish entrepreneurs in the implementation of digital projects and investments that will reduce energy consumption - these are the goals of the newly established Digital and Environmentally Friendly Transformation Fund. Today, the Minister of Development Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz has signed an agreement with the Polish Agency for Enterprise Development (PARP) to finance the fund. The European Funds for the Modern Economy (EFME) programme will allocate PLN 792 million for this purpose.

It is also necessary to further reduce disparities between regions and to strengthen their development capacities.

    Today Poland has received PLN 26 billion from the European Commission from the fourth and fifth payment application under the National Recovery and Resilience Plan (NRP). This means that our country has already received PLN 93 billion from the NRP in the framework of five NRP payment applications.

    During the public consultation process, we learned about citizens' assessments and suggestions regarding the provisions of the National Development Strategy 2035. The result of this process is, among others, an increase in the number of cities of key importance to Poland's sustainable development. We will also include cities with coal-fired power plants, such as Kozienice in the strategic intervention areas.
