The Council of Ministers has approved the latest revision of the NRP for Poland

We will reallocate some of the funds from the NRP to investments that are more likely to be completed on time. These include, amongst others, the purchase of new carriages, the expansion of power grids and the digital transformation of enterprises. Today, the Council of Ministers has approved the amendments to the National Recovery Plan.

The update to the NRP is of a technical nature. It does not change the reforms set out in the plan, but merely adjusts some of the indicators and budgets to reflect the actual pace of investment implementation. This will ensure that the funds from the Polish NRP are used almost in their entirety.

Changes in the NRP

The amendments to the NRP include, among others, the scope of thermal modernisation of multi-family buildings. The amendments also relate to projects concerning district heating and electromobility. The number of local authorities in Poland required to adopt spatial development plans by the end of August 2026 will also be reduced from 40 per cent to 30 per cent.

Funds for investment

Some of the funds will also be reallocated to projects that will be completed before the NRP’s implementation deadline, i.e. by the end of August 2026. The additional funds will be allocated, among others, to the modernisation of the rolling stock (the purchase of further 19 carriages), the digitalisation of public administration, the expansion of the electricity transmission network (approximately 46 km of additional lines) and support for the digital transformation of businesses.

Once the amendments have been adopted by the Council of Ministers, the document will be forwarded to the European Commission. Its assessment is expected at the end of July, and the final approval of the revision is scheduled at the end of August.
