A year of investment and reform from the National Recovery Plan

Calls for 93.4 per cent of NRP funds, more than 630,000 contracts signed, investments in thermal modernisation of buildings, road safety, new places in nurseries, broadband internet, modernisation of railway crossings, and support for SMEs in agriculture – this is the balance of a year of investing NRP funds in the Polish economy. This year, Poland will receive a total of PLN 67 billion from the NRP.

Effects of NRP implementation

Despite a 2-year delay in the release of NRP funds, investments under the programme were significantly accelerated in 2024. We have launched calls for over 93.4 per cent of NRP funds – 93.9 per cent in the grant part and 93 per cent in the loan part. They concern the co-financing of 50 investments – 39 in the grant part and 11 in the loan part.

By 13 December this year, more than 630,000 contracts had been concluded for more than PLN 41.8 billion, representing 15.9 per cent of the NRP funds. In the grant part, agreements amount to more than PLN 40.3 billion, or 36 per cent of the funds. In the loan part, contracts were worth more than PLN 1.4 billion, representing 1 per cent of the funds.

The NRP funds were used to co-finance the insulation of homes in 2024. More than 124,000 multifamily dwellings (target rate of more than 788,000) and more than 242,000 single-family homes (target rate of 379,000) were thermally upgraded.

NRP money has supported road safety improvements. 11.69 kilometres of bypasses have been completed (target indicator 90) and 125 dangerous sites have been eliminated (target will be 305).

We have earmarked NRP funds for safe and organic farming. As a result, infrastructure in 106 agri-food enterprises was modernised (target indicator - 830), more than 33,000 farmers and fishermen upgraded their farms (target indicator - more than 42,600).

More than 4,100 new places in nurseries and children's clubs have been created (the target is more than 47,000 with the KPO). Nearly 255,000 vouchers were issued for the purchase of laptops for teachers (target rate over 465,000).

10 Sector Skills Centres have been established to develop the skills needed in the modern labour market (the target is 120). More than 1,500 people were awarded certificates and attestations of qualifications and skills obtained.

Investments with the highest NRP funding

Since the beginning of 2024, the following investments have received the largest payouts:

  • Clean Air received nearly PLN 3.75 billion;
  • investments to diversify and shorten the supply chain of agricultural and food products and build the resilience of actors in the chain pay out around PLN 922 million;
  • providing access to very high-speed internet in white spot areas of the payout of over PLN 485 million;
  • passenger rolling stock payments of nearly PLN 360 million.

Requests for payments under the NRP

Poland will receive a total of PLN 67 billion from the first three NRP payment applications. The first application submitted to the European Commission on 15 December last year amounted to PLN 27 billion – Poland received these funds in mid-April this year. Poland submitted two further payment applications for PLN 40 billion under the NRP on 13 September. These funds will be received soon.

Money under the 2nd and 3rd NRP applications will be used to purchase equipment and renovate oncological hospitals, modernise power grids and build Polish wind turbines on the Baltic Sea, railway lines, digital education, among other things.

By the end of this year, Poland wants to submit two more applications, the fourth and the fifth one, for payment under the NRP. In 2025, we plan to send out NRP payment claims twice as we did this year.

NRP revision in 2024

In January and February 2024, the MDFRP and the ministries responsible for implementing the NRP assessed the status of its implementation. The draft amendments were subject to public consultation. On 30 April this year, the Council of Ministers adopted a resolution to amend the National Recovery and Resilience Plan, submitted by the Minister of Development Funds and Regional Policy. The revision was then sent to the European Commission. On 1 July this year, The Commission approved the revision. 

The most important changes negotiated with the European Commission include the removal of the tax on internal combustion cars and the introduction of a system of subsidies for electric cars in its place; increased funding for improving food chains and the competitiveness of Polish agriculture in the EU; and the doubling of funding for district hospitals and the transfer of this funding from loans to grants.

After the latest revision, the NRP covers 57 investments and 54 reforms.

Two further revisions of the NRP in 2025

Poland plans to carry out two further revisions of the NRP in 2025. They will be technical. The first one is scheduled for mid-January. The second review will begin once Poland has received payments from the fourth and fifth proposals.

The aim of both revisions is to align the NRP with the country's real development needs.

NRP for Poland

The National Recovery and Resilience Plan (NRP) is a programme to strengthen the Polish economy and make it more resilient in a crisis.

The NRP money comes from the Recovery and Resilience Facility (RRF), which is part of the Recovery Plan for Europe. In order to receive them, Poland signed two agreements with the European Commission: for the grant part and the loan part.

Under the National Recovery Programme, Poland will receive EUR 59.8 billion (PLN 257.1 billion), including EUR 25.27 billion (PLN 108.6 billion) in grants and EUR 34.54 billion (PLN 148.5 billion) in preferential loans. In line with EU targets, a significant share of the budget under the NRP will account to climate objectives (44.96%), digital transformation (21.28%).
