Academy of Funds: we support innovation and competitiveness of businesses in the Podkarpacie region

The assumptions of the new financial perspective for 2021-2027, with a particular focus on innovation and competitiveness as key factors in the development of the Polish economy and the Podkarpackie Voivodeship, were the main topics discussed during the Academy of Funds in Rzeszów. The meeting was attended by Grzegorz Puda, the Minister of Development Funds and Regional Policy, Małgorzata Jarosińska-Jedynak, the Deputy Minister, as well as by Ewa Leniart, the Governor of the Podkarpackie Voivodeship and Władysław Ortyl, the Marshal of the Podkarpackie Voivodeship.

On 30 June 2022 the European Commission has approved the Partnership Agreement. Out of a total budget of EUR 76 billion, nearly EUR 13 billion will be allocated to the implementation of the Cohesion Policy Objective 1 (CP1), namely a More Competitive and Smarter Europe. It will be implemented using national (EUR 9.4 billion) and regional (EUR 3.5 billion) programs.

Thanks to the Partnership Agreement negotiated with the European Commission, Poland is the largest beneficiary of cohesion policy among all EU Member States. This is a great success for the Polish government under the Prime Minister Mateusz Morawiecki,

said Grzegorz Puda, the Minister of Development Funds and Regional Policy during the Academy of Funds, another in a series of meetings about European funds and government programs.

I am also pleased that in the new financial perspective we will be implementing the European Funds Program for Eastern Poland. It is a success for the Polish government to negotiate the continuation of this program. We will continue to invest there in business innovations, support start-ups within the framework of Start-up Platforms, or develop transportation infrastructure - low-emission public transportation in cities, as well as a trans-regional road and rail network. We will also finance investments in power grids,

As we prepare and implement the financial perspective for 2021-2027, we aim not only to strengthen and develop innovation, but also to create a system of incentives, support and facilitations that transform our economy from traditional development branches towards green and digital transformation, renewable energy sources or activities based on cooperation between enterprises and R&D units,

stressed the Deputy Minister, Małgorzata Jarosińska-Jedynak.

The Podkarpackie Voivodeship has very good disposal of European Funds, which is confirmed by many rankings. The new perspective and the European Funds for Podkarpackie 2021-2027 new regional program will start soon. This is the former Regional Operational Program. The financial allocation for our voivodeship is as much as 2 billion 265 million euro. Many projects are already waiting to be implemented; also entrepreneurs who use this money very rationally will continue to develop their businesses. - I am also pleased that in the new financial perspective we will be implementing the European Funds Program for Eastern Poland. I have a personal relationship with this program, but more importantly, since the first financial perspective, it has bridged the gap in economic development that has grown over the years between this region and the rest of the country. Thank you very much for today's substantive discussions. The conference dedicated to the new financial perspective and sources of funding for innovative activities, including within the framework of the European Funds for Podkarpackie 2021-2027 program, indicated the most important directions for activity in the area of R&D and broadly understood innovation,

More Competitive and Smarter Europe

With use of the European funds for 2021-2027, Poland will implement activities under the five objectives of the cohesion policy and under additional objective. Projects relating to R&D activities and affecting the development of innovation will be financed under the Policy Objective 1, namely More Competitive and Smarter Europe.

Objective 1 of the Cohesion Policy will be implemented in three National Programs:

  • European Funds for a Modern Economy (EFME),
  • European Funds for Digital Development (EFDD),
  • European Funds for Eastern Poland (EFEP),

and in Regional Programs.

In turn, the Deputy Minister of Development Funds and Regional Policy, Małgorzata Jarosińska-Jedynak talked about the detailed assumptions of the new EU financial perspective for 2021-2027. During her speech, she also spoke about opportunities to benefit from other EU programs such as the European Funds for Eastern Poland (budget for Poland - EUR 2.6 billion) and the European Funds for Digital Development (budget for Poland - EUR 2 billion).

Supporting innovation in the Polish economy has been one of our government's priorities for years. We consistently invest European and national funds in the development of innovations and the implementation of research and development work. In the new financial perspective of the EU, one of the main sources of support for the implementation of research and development projects, innovative projects and projects that increase the competitiveness of our economy will be the European Funds for a Modern Economy Program. We will allocate almost 8 billion euro for its implementation,
